Plans have been filed for a 24-storey beachside tower at Scarborough in Perth’s north as a project nearby greenlit for the same height comes to market beside a third plot approved for 26 levels.

In its scheme now before the Western Australian Planning Commission, Filed by Blackburne Property Group has proposed a 24-storey apartment tower for a site toward the end of a cul-de-sac at 202 and 204 The Esplanade.

The $90-million tower would comprise 76 three-bedroom and six two-bedroom apartments atop a two-storey podium. A rooftop area atop the podium would include a swimming pool, lounge and dining area.

Designed by MJA Studio, the tower is planned for the suburb of Scarborough across The Esplanade from grassy Brighton Reserve, which adjoins the gleaming white sands of Brighton Beach.

The building would have 186 car bays, 82 bicycle bays and 19 motorcycle bays.

The consolidated 3594sq m development site combines a vacant block and a smaller lot with a two-storey house that would be demolished.

Public comment on the tower is open until November 22. The Urban Developer contacted Blackburne for comment.

Site approved for 24 storeys on the block

Meanwhile, expressions of interest have been called for a 3000sq m site across the West Coast Highway from Scarborough Beach.

The site at 194 West Coast Highway adjoins another that last month was approved for a 26-storey build-to-rent tower that will overshadow the landmark Observation City (now Rendezvous) hotel developed by Alan Bond in the 1980s.

CBRE’s Derek Barlow and Chloe Mason are calling for expressions of interest in the 194 West Coast Highway site before November 5.

The seven-title holding occupies a corner position that Barlow said would afford uninterrupted ocean views from a future podium level and above.

Mmultinational real estate investment firm Sentinel recieved approval in 2021 for a 24-storey build-to-rent tower on the site. That $100-million proposal, which in July was extended by the City of Stirling to July of 2030, had been dubbed Kinleaf.

Barlow said the 24-storey approval offered “a substantial head start” as it exceeded the 18-storey development intensity of the current planning framework.

The approved project incorporates 175 apartments and a small retail space that could be used as for food and beverage.

Scarborough has undergone a significant transformation through state and local government investment. The revitalised foreshore features open space, hospitality venues, shops and the 50m Scarborough Beach swimming pool.
