Scheme to Unlock 362 Lots in Tasmania Revealed

Brighton Council has advanced planning for a 362-lot residential development to help tackle Tasmania’s housing shortage as the Boyer Road Precinct shapes up as among the region’s largest new housing estates. The 109ha greenfield development, 800m west of Bridgewater and 30 minutes north of Hobart by road, has been earmarked for urban development since 2013 under the Southern Tasmania Regional Land Use Strategy. The project, labelled a significant opportunity for property developers, comprises six private properties offering multiple entry points for development partnerships or acquisitions. The site was near the new $786-million Bridgewater Bridge , which carried 22,000 trips daily and provides improved connectivity between Hobart and northern Tasmania, enhancing the precinct’s appeal for families, first-home buyers and downsizers, planning documents said. The development framework divides the site into four precincts, each targeting different housing densities, lot configurations, market segments and developer capacities. According to the precinct structure plan, Precinct A would comprise higher-density housing with minimum lot sizes of 250sq m, while Precinct B would feature traditional family homes on lots of at least 450 square metres. Precinct C would include larger allotments of 1000sq m minimum, with Precinct D designated for mixed-use development including small-scale commercial spaces such as cafes and medical centres. Residential density across the precinct would average 15 homes a hectare, with specific provisions for different housing typologies. Delete The precinct now comprises six private properties, at 50, 150, 170, and 182 Boyer Road, plus sections of Cobbs Hill Road. Infrastructure requirements outlined in the plan include three new junctions to Boyer Road, expansion of the Cobbs Hill Reservoir and sewer pump station upgrades connecting to the Bridgewater treatment plant. The plan aims to “facilitate higher-density housing in Precinct A and traditional allotments in Precinct B” while providing “larger allotments in Precinct C and a mixed-use precinct in Precinct D”. According to the precinct structure plan, “shared funding mechanisms ensure equitable cost distribution among landowners and developers”. The planning scheme amendment process would rezone the southern portion from Future Urban Zone to General Residential Zone, supported by the Boyer Road Specific Area Plan. According to the report, building heights would be limited to 8.5m across most precincts, with Precinct D allowing up to 9m to accommodate mixed-use development. The development must work around environmental and heritage constraints, including protected conservation areas and the heritage-listed Genappe Homestead, which would be safeguarded by buffer zones that restrict nearby development. Bushfire protection measures are required, particularly for Precinct C. Building coverage limits range from 60 per cent on smaller lots under 200sq m to 30 per cent on larger lots over 1000 square metres. All multiple homes must include at least 40sq m of private open space, with a quarter of each site reserved for landscaping. Development would proceed through staged delivery across the site, with new roads connecting the properties. The Brighton Council has encouraged developers to engage with it to align their projects with the precinct’s vision and infrastructure requirements. Community consultation has informed the plan’s development, addressing concerns about traffic impacts, privacy, and environmental protection. Feedback influenced the final precinct design to balance housing delivery with preservation of natural and cultural heritage values, including Aboriginal heritage sites identified within the precinct boundaries. The development is part of the Tasmanian Government’s recent expansion of the Urban Growth Boundary , which unlocked 615ha across Greater Hobart for almost 10,000 homes.
