Urban Property Group Reveals Plan to Triple Gosford Heights

Plans to upscale a Central Coast scheme have gone public as Urban Property Group exhibits its $247-million two-tower project at Gosford.

Under the proposal, Stage 2 of the Central Coast Quarter project would deliver 36 and a 42-storey buildings yielding 394 apartments as well as a 152-key hotel.

The application is a significant growth spurt under the Housing Delivery Authority program for new proponents UPG, who acquired the project in 2024 after the original developer, St Hilliers, collapsed.

Plans had been made to increase density by 30 per cent from the St Hilliers scheme, with 280 apartments and a 15 per cent affordable housing component, but access to the HDA pathway has allowed even greater densification.

A rezoning is now sought to support lifting height limits from RL 48m to RL 153m, and to increase floor space ratio from 3.5:1 to 9.5:1. 

The 5788sq m site at 26-30 Mann Street, about 50km north of the Sydney CBD and 75km south of the Newcastle CBD, would yield 54,898sq m of gross floor area.

A former public school, the site is on the fringe of the Gosford CBD overlooking Brisbane Water, and less than a kilometre from the Gosford train station.

Residential GFA of 43,309sq m would be joined by the 9436sq m hotel, and 2153sq m of retail space. The design team of DKO and Furtado Sullivan would be retained.

The 296 market apartments would be supplemented with a 20 per cent component of 98 affordable apartments to be managed by a community housing provider for 15 years. The five parking levels proposed would provide 473 car spaces for residents.

Elements of the Central Coast Quarter precinct have already been completed, including a commercial building at 32 Mann Street (topped out by St Hillers in 2019) and the Stage 1 residential tower, which UPG acquired mid-build.

Gosford is experiencing a boom in investment and development activity—last year’s $62.75-million transaction of the Imperial Centre shopping mall the largest such NSW deal outside Sydney since 2021.

An exhibition for a government-led rezoning, allowing a further 1900 homes, is slated for this year, while $348 million has also been committed to redeveloping Gosford Hospital.

Meanwhile, UPG has been enlarging and progressing projects across the state, including a concept plan in August 2025 for Newcastle’s tallest tower.

The 39-storey scheme at 10 Dangar Street was also acquired out of receivership in April of that year and re-sized after original proponents Multipart Property Group collapsed.

Also in August, UPG requested SEARS for an upscaled scheme at Edmonson Park. After securing five sites from Landcom in 2021, UPG is now floating 1827 apartments, instead of the originally mooted 3530.

And in Parramatta, UPG showed reworked plans in September for a two-tower scheme at 2 Fitzwilliam Street. In the latest iteration, heights increased to 48 storeys, yielding 703 build-to-rent apartments, and a 217-key hotel was added.
