Three-Tower Plan in Sydney’s North-West Plots 700 Homes

A $421-million project in Sydney’s north-west that proposes 700 homes has gone on exhibition.

The Housing Delivery Authority-endorsed proposal at 806-812 Windsor Road, Rouse Hill is 43km north-west of the Sydney CBD, about 550m from the Rouse Hill town centre, and 1.3km from the Tallawong train and metro station.

The proponent MDS Commercial Developments, associated with developer Fusion Land, is proposed for three eight-storey buildings of 192, 192, and 316 apartments.

The project would include a mix of build-to-rent and build-to-sell homes. Typologies would include 52 one, 492 two, 140 three, and 16 four-bedroom units. An affordable component of 15 per cent would yield 141 apartments, to be managed for 15 years by a community housing provider.

Currently vacant rural land, the 22,374sq m site would yield 68,906sq m of gross floor area, at a floor space ratio of 1.92:1. Parts of the site zoned for infrastructure and public recreation have been excluded from FSR calculations, which explains the discrepancy, according to the proposal.

Rezoning is concurrently sought to increase height limits on the site from 12m to 31m, and to increase FSR from 1.75:1 to 2:1.

Each building, designed by Fuse Architects would include a central open space and rooftop communal area. Landscaping and architectural elements will distinguish the three towers, and a common basement would provide 870 car parking spaces.

The project is surrounded by developments of similar magnitude, according to the proposal. A development on an adjoining site at 49 Terry Road from The Alliance Group has also been endorsed for the HDA pathway, with three eight-storey towers and 622 apartments proposed.

The broader North West Growth Area around Rouse Hill and Marsden Park is experiencing a boom in residential and industrial development, with road and transport infrastructure racing to keep up. In February, work began on a $720-million upgrade to Richmond Road.

The 1320-home, $500-million Kanebridge precinct may enjoy first mover advantage for developments around the potential future Marsden Park metro station.

The exhibition is accepting submissions until May 5.
