Four Towers Across Two Projects Proposed for Sydney’s The Hills

A two-tower proposal combining homes and offices is one of two projects filed for Sydney’s west in quick succession.

A developer listed as IHC Corp in planning documents has filed the scheme of 17 and 25 storey highrises for a site at 14-16 Brookhollow Avenue, Norwest.

It more than doubles the height of the six and 10-storey 80-key hotel and office block approved for the business park site in 2024.

Under the new scheme, an apartment tower of 20 storeys and a five-level podium residential tower (Building B) would comprise 155 homes, including 16 affordable units, equiavalent to 10 per cent.

The other tower, 15 storeys atop a two-level podium (Building A) is planned for office use.

An existing childcare centre, operated by Nukids Early Learning in a two-storey commercial structure on the site and slated for demoltion under the plan, would be incorporated at the office block’s ground level.

A ground floor retail plaza of 1168sq m would be provided beneath the residential tower.

A wellness centre and 24-hour gym are also proposed at the commercial block’s ground floor and level one of both towers.

The GroupGSA-designed development on Dharug land is 500m from the Norwest Metro Station, 27km north-west of the Sydney CBD.

The developer said household sizes and the number of couples with children was larger on average in Norwest than Greater Sydney, according to 2021 Census data.

In its application, the developer suggests the move towards higher density and smaller households in the area could displace family-sized homes, and proposes a larger share of three-bed and four-bed units to counter that.

Two-bed and three-bed units make up 80 per cent of Building B, plus 14 per cent as one-bed units and 6 per cent as four bedrooms.

IHC Corp has filed a concurrent rezoning application to allow buildings up to 181m—up about 40 per cent on the current policy.

It is also seeking approval to double the maximum floor space ratio from 2.65:1 to 5.25:1, and to allow commercial and residential land use.

The site neighbours a data centre and a seven-storey mixed-use hotel block is nearby.

A shared five-level basement would comprise 223 residential and 164 office car spaces, and 87 spaces for use by the childcare centre, wellness centre, retail patrons and visitors.

Estimates put development costs at more than $105,500,000. The plans are on exhibition until October 2.

Also in The Hills Shire, Reve Group has filed plans for two towers of 16 and 22 storeys designed by Turner.

The 5-13 Crane Road site is a stone’s throw from Castle Hill station, across the road from the suburb’s town centre and 50 minutes by train to the Sydney CBD.

Commercial tenancies of 524sq m floor space are proposed for level one (the ground floor on Terminus Street) and level two.

Of the 160 apartments, 15 per cent (30) would be affordable housing.

More than half of the apartments would be of two beds, about 25 per cent are of three beds, 10 per cent are one-bed units and and 4 per cents are four-bedroom homes.

A concurrent rezoning proposal has been lodged to increase the maximum height from 16m to 75m and to allow office use.

Less than 400m north of the site, Kassis Homes’ $165 million four-building residential and hotel complex—also designed by Turner—was approved last year.

Next door to that, Reve Group’s luxury apartment block dubbed Grand Reve and designed by Turner topped out in 2024.

Urban Property Group’s neighbouring 40-storey highrise at 16-20 Old Castle Hill Road is under assessment.

Kassis Homes was founded by Sam Kassis who leads Reve Group with Romio Georges.

The project has an estimated developer cost of about $100 million.

Four basement levels would provide 160 residential and 32 visitor car spaces.

The Crane Road project is on exhibition until September 18.
