Level 33 Files Dual-Tower Proposal for Homebush

Homebush’s shift to highrise living has taken another step forward as plans for a dual-tower project of up to 35 storeys are filed for the suburb in Sydney’s Inner West.

The $127.6-million development at 17-24 Loftus Crescent is in the Strathfield Council local government area as well as the Homebush Transport Oriented Development area, and would deliver 318 units across two towers.

The plans for the 3980sq m site, 250m from the Homebush train station and 14.6km west of the Sydney CBD, would be a major density increase for the site, which is home to seven detached houses. 

A company associated with Level 33 founder Eddy Haddad, Homebush Developments No. 1 Pty Ltd, filed the proposal via the State Significant Development pathway. 

Level 33 wants to build 306 market apartments, 12 of which would be allocated as affordable, with a range of one to three-bedrooms, and 5 four-bedroom penthouses.

With 29,860sq m residential gross floor area (GFA), the plans also include 1193sq m of non-residential GFA.

The Level 4 podium terrace plans include 1440sq m of communal private open space with a pool, sun deck, outdoor dining and landscaped areas.

The project was last year fast-tracked by the Housing Delivery Authority alongside 15 other developments as the state moves to meet its Housing Accord targets with a range of planning measures.

After successfully securing a spot on the fast-track, the developer has submitted its SSD application as well as rezoning plans. 

The rezoning seeks to amend the Strathfield Local Environmental Plan by changing the maximum building height from 75m to 93m and 119m, with one tower at 27 storeys and the other at 35.

The developer also wants the floor space ratio control amended from 3.6:1 FSR to 78.1:1:1 floor space ratio.

Designed by DKO Architecture, a two-storey basement and three ground floors would be allocated for parking for 352 cars.

The site has been subject to planning uncertainty since 2016 as its planning controls evolved to match the strategic planning vision of Parramatta Road.

It is in the Homebush TOD accelerated precinct, which gives the area capacity for 18,000 homes as the area moves towards higher-density development.

It is the second attempt at developing the site, after a 2018 project was determined incongruent with planning controls and eventually shelved.

The developer resurrected the plans in 2024, submitted them for HDA fast-tracking. 

The project would help deliver much-needed housing supply to help Strathfield achieve its NSW Government Five-year Housing target of 3500 new homes, the current SSD application said. 

The Homebush proposal joins Level 33’s portfolio of projects and marks a return to Sydney after having focused on Wollongong for the past year with a 26-storey apartment project in Wollongong’s CBD and a 546-unit precinct on Crown Street.
