Level 33 Plots Seven-Storey Upsize for Wollongong Towers

Developer Level 33 has filed revised plans adding seven storeys to its approved dual-tower development in Wollongong’s CBD, taking the project to 26 storeys and 334 apartments. Proposed for the south-western corner of Crown Street and Gladstone Avenue, the development was declared a state significant development in April, allowing the proposal to bypass council assessment and proceed through the state planning system. The site spans four individual lots across 357-359 Crown Street, 363 Crown Street, and 2-4 Gladstone Avenue, totalling 6514sq m at the site once home to a Red Rooster outlet. Level 33 secured approval in December of 2024 for 262 apartments across two towers of 18 and 19 storeys . The Sydney family-owned developer then filed plans to add seven storeys to each tower, taking both to 26 storeys and increasing apartments to 334. The proposal includes 48 affordable homes managed by the Housing Trust—three of one bedroom, 40 of two and 5 three-bedroom apartments. Housing Trust chief executive Amanda Winks said the development would “provide desperately needed affordable rental homes, easing the pressure for the 5674 very low to moderate income households in Wollongong living in rental stress”. ▲ Rendering of the original Level 33 project ( left ) and the revised version that adds seven storeys to each tower. The expanded towers would rise from a multi-level podium with eight commercial tenancies at ground level and four levels of carparking providing 364 spaces. The height increase utilises the state government’s affordable housing bonus scheme, allowing an additional 18m above the area’s 60m maximum height limit. At 26 storeys, the development would stand 10 storeys higher than the nearby Crownview building at Crown Street. Online records show Wollongong Investments No 5 Pty Ltd, directed by Level 33’s Eddy Haddad, paid $7 million for 357-359 Crown Street in December of 2021. The company acquired the 20 strata-titled units at 363 Crown Street for $191,000 to $625,000 each on the same date. BKA Architecture designed the towers. The site will retain a heritage-listed Moreton Bay fig tree visible in aerial photographs from 1938. According to the application, the expanded development has been designed to minimise overshadowing to adjoining properties while addressing the streetscape with distinct street walls and landscaped settings. The project is part of a broader state government initiative that has fast-tracked 78 proposals representing more than 32,100 potential homes.
