Rezoning Paves Way for 225-Unit Sydney Lower North Shore Tower

Developer Level 33 is planning hundreds of units one block back from the Lane Cove River on Sydney’s Lower North Shore. 

The long, irregular site at 300 Burns Bay Road has been earmarked by the developer for a seven to 15-storey residential building, upscaled from initial plans.

It wants to “activate underutilised land” for more intensive uses, delivering a mix of apartments with staggered building heights.

The project would replace the existing office building and warehouse on the site, and overlook the eight-storey apartment blocks at 300A Burns Bay Road.

The plans were submitted by Lane Cove Developments No. 1 Pty Ltd, a company associated with Level 33 director Eddy Haddad, according to ASIC documents.

Level 33 has submitted State Significant plans to the NSW Department of Planning, Housing and Infrastructure which are now on exhibition.

The project was declared State Significant via the Housing Delivery Authority pathway in March 2025. 

It joins 348 proposals amounting to more than 115,200 potential homes which have been declared State Significant by the HDA since its inception.

The development was initially planned to reach 12 and 13 storeys. 

“These variations arise from further analysis of the site’s characteristics and the objective of fully utilising the development potential of previously developed land,” according to the environmental impact statement.

The 7595sq m Lane Cove site, 7.5km northwest of the Sydney CBD, also requires a rezoning before plans can go ahead. 

Level 33 is asking to amend the Lane Cove Environmental Plan by extending the maximum building height control from 21m to 38.5m in part of the site, as well as amending floor space ratio from 2:1 to 3.22:1.

The application for the site, 5km north-west of the North Sydney CBD, and 4.8km south-east of the Macquarie Park Strategic Centre, would allow the delivery of additional market and affordable housing supply. 

Of the apartments, 191 would be sold into the market, with 34 affordable homes. 

Level 33 is investing in landscaping, planting 135 new trees with 32 per cent of the site to be landscaped, including a new open space to the rear of the site.

Communal areas have been identified on the lower ground, ground level and rooftop levels. 

With two basement parking levels, 237 car parks would be provided. 

The estimated development cost for the project is $85 million.

Lane Cove is required to deliver 3400 homes under NSW’s allotment of National Housing Accord target by 2039.

To date, 184 projects have had Secretary Environmental Assessment Requirements issued and 36 have lodged State significant development applications under the HDA pathway, as the state attempts to reach its housing quota.
