Construction Urged to Be Cool Again as Digital Fatigue Sets In

Australia’s construction sector is running out of workers faster than it can replace them. Infrastructure Australia’s latest pipeline report projects a 300,000-worker shortfall by mid-2027, against a record $242 billion in major projects scheduled for the next five years. The current gap already stands at 141,000—and the workforce needs to more than double to meet peak demand. Infrastructure Australia chief executive Adam Copp says productivity in the sector has not kept pace with that scale of ambition, sitting lower today than it did in the mid-1990s. The Housing Industry Association’s 2026 Small Business Conditions Report says two-thirds of small builders reported difficulty recruiting or retaining skilled tradespeople, with almost three-quarters saying they did not expect to take on additional staff in the year ahead. Overlaying the headcount problem is a knowledge retention crisis. Research from the Australian Institute of Mining and Metallurgy found about 37 per cent of technical knowledge in asset-intensive industries is undocumented, residing solely with experienced personnel. Organisations lose around 4.5 per cent of that operational knowledge each year through retirements and turnover. AI and MMC pitched as solutions Octave chief product officer Jay Allardyce says Australia needs to “make construction cool again” to help attract and retain workers. Allardyce says that many young engineers, designers or vocational employees are put off construction because it appears “dirty, dangerous and dull”. Allardyce suggests that the industry needs to tell a new story about itself, and that artificial intelligence and digital tools will free workers up for more creative, high-value roles. Positioning as a tech‑infused problem‑solving industry, not just “hard hats and clipboards” will create an environment that today’s students and early‑career professionals want, he says. ▲ The workforce needed to deliver Australia’s $242-billion pipeline is already 141,000 short—and the gap is growing. AI, digital platforms and modern methods of construction have long been positioned as potential silver bullets that could ease the pressure on the labour force, attracting younger workers, extending the careers of older ones and doing more with the labour available. Octave Industry principal for APAC Marcus Haynes says construction’s image, long associated with physical hardship and limited career progression, could be reframed around technology, design and visible impact. The promise of AI and prop tech specifically, however, is running ahead of the reality, Haynes says. “The problem is it’s all fragmented, individual pieces of software doing little jobs, trying to create gains in productivity, but it’s more of a Band-Aid than a cure,” he says. “That’s where digital fatigue is a factor.” Octave’s research suggests a construction engineer uses an average of seven different systems daily as their core toolset, each one an additional source of potential delay, error and frustration. The disconnect between digital office environments and paper-based field operations compounds the problem. Information crosses between formats repeatedly throughout any project, creating data that is routinely out of date by the time it reaches the people who need it. Workforce movement follows, Haynes says, with workers frustrated by chaotic information environments and constant rework cycles seeking positions elsewhere. Those workplace experiences circulate around the industry, deterring new entrants before they apply. Poor implementation, rather than poor technology, is typically where digital initiatives fail, Haynes tells The Urban Developer . ▲ Haynes (left) and Allardyce say construction won’t attract the workers it needs until it fixes the digital experience for the ones it already has. He says data governance, contextualisation and continuity are the three non-negotiable foundations required to make digital technology effective. Without them, connecting AI to construction data does not produce better decisions. “Bad data in ends up accelerating risk, not creating benefits,” he says. Trust in AI, once lost, is difficult to rebuild, and in an industry already sceptical of digital promises, the margin for poor implementation is thin. Better-contained, not less, AI the answer Bounded AI, operating within a single project’s governed and contextualised data environment, reduces the hallucinations common in open systems and builds the trust that drives adoption. “Workers adopt technology when it makes their day easier and their pay arrive faster,” Haynes says. Haynes says the Rozelle Interchange project is a beacon for what that trust in digital tools looks like in practice. Workers at the tunnel commissioning project initially resisted a digital completions system before discovering that validated digital records accelerated their payment milestones. “All of a sudden, they couldn’t get enough of the tech,” Haynes says. Construction’s longer-term appeal to younger workers hinges on something more fundamental than tools, Haynes says. Seeing a design move from model through fabrication to installation, tracked through a continuous digital thread connecting design, build and asset operation, delivers the sense of end-to-end impact that Haynes identifies as central to what the next generation looks for in work. ▲ The $4.6-billion Rozelle Interchange in Sydney, connects the M4 and M8 tunnels to the Anzac Bridge, Iron Cove Bridge and City West Link. “That’s the story the industry hasn’t told yet,” he says. “If a worker can create a design, then actually watch it be fabricated and created and delivered to the site, so they can see it from the beginning to the end of that entire lifecycle. What’s cooler than that?” Not a new hurdle for the construction sector Engineering design’s shift from drawing boards to CAD was similarly resisted, similarly disruptive and ultimately non-negotiable. Workers adapted because the industry moved, not because they were convinced in advance. Construction is now at an equivalent inflection point, and the pressure of a 300,000-worker shortfall may be what finally forces the transition that productivity arguments have not. “Every major shift in how the industry works has been resisted, then absorbed, then forgotten as the new normal,” Haynes says. Attracting the next cohort of workers and retaining the experienced ones still in the sector depends less on selling construction as a technology industry and more on delivering the working conditions that make the promise credible. Fragmented digital tools that are ungoverned and poorly implemented do not make construction more attractive, they make it harder to do the job, Haynes says. Getting the foundations right changes the day-to-day experience of working in construction. Fix the implementation and the conditions that drive workers out of the industry disappear with it. “All of that fatigue, fragmentation, resistance and friction goes away,” he says. “And then the construction industry becomes a better place to work.”
