Leppington 1000-Home Plan Tops HDA Fast-Track Tranche

Bringelly Rd Leppington EDM

A 1020-home project slated for Leppington is among the latest proposals to be added to the fast-track planning pathway by the Housing Delivery Authority.

The projects could deliver 8100 homes in NSW after being declared as state significant by the authority (HDA).

The HDA considered 41 applications under this latest tranche—just under half were recommended for approval.

Projects from Dexus, Mirvac and Justice Fox missed the cut, however, major projects approved for the pathway included Amourched & Mourched’s plans for 1020 apartments at 297 Bringelly Road, Leppington. 

Amourched & Mourched’s George and Anthony Mourched had proposed a more modest 360-unit scheme for the site in 2018 (pictured above), before the pandemic. 

To date, 136 proposals of more than 53,300 potential homes have been declared state significant.

Of those, 47 projects have had Secretary’s Environmental Assessment Requirements (SEARs) issued and one development application has been filed, for a project at Gordon.

The projects recommended for the state significant development pathway included: 

4-5 Buchan Avenue, Edmondson Park: Urban Property Group 

Plans are in progress for 600 homes across four buildings between 10 and 14 storeys. The proposals include 15 per cent affordable housing for 15 years, and NDIS units. 

Also included for Urban Property Group are plans for 6-7 Buchan Avenue and 8 Buchan Avenue, Edmondson Park 

Anson Street, St Georges Basin: Allen and Price

Planned are triple four-storey buildings, comprising 81 units.

2 Grassland Street, Hasluck Street, 5 Torrelli Street, Rouse Hill: Arris Group

The 761-apartment scheme would include a 15 per cent gross floor area (GFA) allocation of affordable apartments in three separate buildings (defined as three separate projects), each of 4 to 15 storeys

26-30 Mann Street, Gosford: Urban Property Group

Plans to add 273 units to its Mann Street site would deliver 505 units across two 39-storey towers with a 20 per cent GFA allocation of affordable apartments plus commercial space at podium level. Urban picked up the site after the collapse of St Hilliers last year. 

14-16 Brookhollow Avenue, Norwest: ICH Corp 

The 125 apartments planned for Norwest would have 10 to 15 per cent allocated to affordable housing as well as commercial, food and drink, gym and childcare space.

14 Giffnock Avenue and 95-99 Epping Road, Macquarie Park: Sonic Healthcare 

Sonic is planning 510 apartments, including a 5 per cent allocation for affordable housing, as well as a commercial component.

258-264 Woodville Road, 2, 4, 8A, 10, 14, 16 Lansdowne Street, Merrylands: Green Dior Holdings

Five buildings of 13 to 16 storeys with commercial and childcare space are planned.

13A-29 Union Street, Ultimo: Fortune House/Terraform Capital

Two hundred apartments, including a 10 to 15 per cent allocation of affordable homes, are planned as well as commercial space.

24 Childs Street, Lidcombe: PRINCIPLE planning + urban design 

Planned for the site 15km west of the Sydney CBD are 360 apartments, including a 10 per cent allocation of affordable apartments. A commercial component is also planned for the 28-storey proposal.

170 Rocky Point Road, Kogarah: 152-206 Rocky Point Road Pty Ltd

A 17 per cent allocation of affordable apartments is proposed across the 223-unit project, which also has commercial and medical components.

10 Valentine Avenue, Parramatta: Holdmark

Holdmark plans 600 apartments with an allocation of 3 to 5 per cent of affordable apartments in perpetuity, and commercial space.

516 Military Road, Mosman: Aurora Property Partnership 

A four to eight-storey building with a 3 per cent allocation of affordable housing across 107 apartments is planned.

297 Bringelly Road, Leppington: Amourched & Mourched 

The plans for 1020 apartments across three buildings include an allocation of 5 per cent for affordable apartments as well as commercial, childcare and health services spaces.

1-3 Rosebery Avenue, Rosebery: Ford Land Company

Plans for 266 apartments include a 5 per cent allocation for affordable housing for 15 years and commercial space. The project includes the adaptive reuse of a local heritage item.

152-190 Rowe Street and 3-5 Rutledge Street, Eastwood: Eastwood Centre Pty Ltd

The mixed-use development would comprise 690 apartments. The $322-million plans were filed last year with the City of Ryde council to redevelop the 1970s shopping centre.

7-19 Coulson Street, 5 Goddard St and 23 Eve Street Erskineville: Brightwell Real Estate

Shoptop housing including affordable homes is planned for the Erskineville site. Brightwell Real Estate submitted plans last year to develop the 136-unit scheme.
