Otello to Deliver $80m Apartment Project at Bowden

South Australian developer Otello will return to Bowden to deliver an $80-million apartment project in the urban renewal precinct. 

The Fieldwork-designed project dubbed FLOWE Bowden will comprise a health and wellness facility below more than 100 apartments. 

Renewal SA selected Otello to deliver the project on one of the precinct’s most prominent corners, adding to its vibrancy, Renewal SA acting chief executive Shane Wingard said. 

“FLOWE Bowden will complement the existing community and offer a significant extension to the amenities already available,” Wingard said. 

“This is the type of development that is driving a rise in the popularity of apartment living in Adelaide.”

Otello is delivering multiple projects across Adelaide, including Muse Bowden and Treno at Mile End, and a Hutt Street apartment project in a joint venture with Sydney developers Fortis approved in December.

The Adelaide developer has committed to 20 per cent affordable housing at its latest Bowden project, through HomeSeekerSA, which exceeds the 15 per cent planning requirement. Sixteen apartments would also provide specialist disability accommodation.

The 10-storey tower would comprise a mix of one, two and three-bedroom apartments, fronting Third, Fourth and Gibson Streets, with a natural-material palette built around a mass timber frame. 

“The masterplanning for Bowden is centred around the activation of Bowden Park, so I am pleased that Otello’s vision, in addition to their other development on its western edge, will complete the framing of this key community asset,” Wingard said.

Otello founder Daniel Harris said FLOWE Bowden would be a premier development. 

“[This project is] a culmination of everything we’ve learned to date, not just about urban design and sustainability, but also how to meaningfully connect with local communities and create places that people are proud to call home,” Harris said.

Lot 2002 was listed in 2024 as part of Renewal SA’s $2-billion sales and investment campaign, which unlocked state government land to private developers. Currently home to Renewal SA’s Bowden Discovery Centre and sales office, the site is the first of the final three development land parcels within the precinct to be sold. 

Otello will begin seeking expressions of interest for apartments soon, with sales set to begin in March, ahead of construction beginning in mid-2026.  

“We have demand from people who missed out on an apartment at Muse Bowden, so we have a pipeline of serious buyers who can’t wait for this new project to start,” Harris said. 

Jaytex Construction has been tapped for the construction of FLOWE Bowden, and is due to break ground mid-2026. The builder is also working on Otello’s 10-storey mixed-use development at Kent Town.
