Sales Surge Drives Mosaic to Fast-Track Burleigh Scheme

A $180-million sales surge at a Burleigh Heads apartment tower project has signalled shifting sands at the top end of the Gold Coast market.
And the winds of change are no longer being driven by interstate migration waves and speculative interest that have historically driven parts of the city’s cycle.
Instead, the demand is being anchored by high-end buyers with long-term intent chasing increasingly scarce beachfront stock.
Within the handful of months since its release in late 2025, Mosaic Property Group’s 18-storey Josephine project on The Esplanade has achieved near sell-out of its 30 half and full-floor apartments, some fetching as much as $13 million.
The pace of transactions—achieved mostly off-the-market— in the $200-million development contrasts with the more subdued conditions across much of Australia’s broader apartment sector.
As a result, it has prompted the Brisbane-based developer-builder to bring forward the start of construction of what will be its fifth project in the beachside suburb.
Mosaic founder and managing director Brook Monahan believes the sales rush reflects a structural shift in demand and rapid maturation of the Gold Coast luxury market rather than a short-term cyclical upswing.

“The Gold Coast luxury market now has extraordinary depth,” he said. “Demand is strong because people with long-term intent are choosing to build their lives here.”
But Monahan said although demand in the luxury market remained deep and price resistance appeared minimal for well-located, design-led product, there had been a decisive shift toward certainty.
“It’s about trust,” he said. “Buyers want confidence that what they’re promised will be delivered… that matters more than anything else.
“The volatility of recent years—and the conditions we continue to see today—have shown how quickly the market can shift.”
Designed by Sydney-based EMK Architects, the approved scheme for Josephine accommodates large format apartments as big as 500sq m as well as a suite of five-star wellness and resort-style amenities, including a pool, spa, sauna, steam room, and gymnasium.

“The real opportunity lies in irreplaceable locations—where land is scarce, the coastline is finite, lifestyle amenity is plentiful and design genuinely elevates daily life,” Monahan said.
But he noted there also had been a change in how the pool of high-end buyers defines value.
“Buyers are moving beyond size or prestige for prestige’s sake. They are seeking quality, connection to place.

Mosaic currently has six major projects—comprising more than 620 new homes—across Brisbane and the Gold Coast on its construction workbook, with a combined end value of almost $2 billion.
