Holdmark Parramatta Precinct of 1000-Homes Goes Public

Holdmark Property Group is moving ahead with the latest stage of its Melrose Park precinct on the banks of the Parramatta River. The proposal for the 4.1ha site at 30 and 32 Waratah Street and 112 Wharf Road comprises mixed-use buildings of 1029 apartments, according to the plans now on exhibition. The Melrose Wharf project will have an estimated development cost of $507.8 million. Of the three main buildings, building B4 will be the highest at 29 storeys and comprise 533 one, two and three-bedroom apartments for a GFA of 49,155 square metres. As well as 500sq m of non-residential floorspace, the building is to have 627 carparking spaces and 3461sq m of communal open space. ▲ Rendering of the stage’s trio of buildings, each designed by different architects following a design competition. The second building, B5, is planned to be nine storeys with 260 units, 238 carparking spaces and 2425sq m of communal open space. The third building, B6, stepped from nine to 13 storeys, is proposed to house 236 apartments. Across the three buildings will be 168 affordable housing units—12 will be allocated affordable in perpetuity under a voluntary planning agreement, and the remainder designated affordable for 15 years under the Housing SEPP provisions. The wider project will eventually comprise 2400 apartments, of which 400 are to be set aside for key workers, according to Holdmark. Each building is being designed by separate architects—Fuse Architects, FK Architects and Fjc Studio. Also planned are three waterfront parks, the biggest offering 6593sq m of open space and including picnic and barbecue facilities, as well as a bioretention basin to improve water quality of the Parramatta River. ▲ The stage is the second of Holdmark’s at Melrose Park to move forward. An environmental impact statement supporting the state significant development application said it was intended to deliver a “logical and orderly” project that builds on—and is consistent with—the Melrose Park North and South Precincts. “With a focus on design excellence, if approved, this exciting new community will benefit from the architectural vision that emerged from two design competitions, robust technical investigations, strong stakeholder engagement and a focus on connecting with new and existing transport and social infrastructure,” a Holdmark spokesperson said. Holdmark’s contribution to affordable housing was “significant”, they said, equating to about 25 per cent of the NSW Government’s commitment to the delivery of 1535 new Affordable Homes by 2029 under the National Housing Accord Future Fund. Melrose Park, 20km north-west of Sydney CBD on the banks of the Parramatta River, continues to draw developers—Sekisui House and Holdmark are working on the biggest sites. The North and South precincts of the area are being led by Sekisui House , while Holdmark is also working on Melrose Park West , securing a list of industry-specific requirements last year as it looked to move the project ahead. The wider 55ha area has been characterised by light industrial uses since the 1950s but had become an “isolated remnant” of mid-20th century employment, the DA said. Recent planning proposals have paved the way for its growth, increasing maximum building height controls, minimum floor space ratios and rezoning the area.
