Fourteen years after its rezoning, the former General Motors Holden (GMH) site—dubbed “Australia’s largest urban renewal precinct”—is yet to fire up.

The 485ha Fishermans Bend precinct in the heart of Melbourne was controversially rezoned in 2012, with the aim of being called home to 80,000 residents by 2050.

After more than a decade of stopgap measures, the precinct’s Development Contributions Plan (DCP) finally landed this month, giving developers some certainty. But it also lays bare a renewal precinct that has fallen flat.
