EG Funds Targets Tricky Sydney Site With $138m Housing Play

EG Funds Management has filed plans for a $138 million residential scheme in Sydney’s north, using NSW’s Housing Development Authority pathway to redevelop a long-vacant office site on a steep, forested block.
The proposal at Pennant Hills comprises two seven-to-eight-storey residential buildings across the site that has a fall of more than 20 metres.
The two blocks would yield 146 apartments, including seven affordable units, comprising 47 one, 73 two, 23 three and three four-bedroom units.
The 6476sq m site at 7 City View Road on Dharug land, just off the arterial Cumberland Highway, is within walking distance from the Pennant Hills station and about 19km north-west of the Sydney CBD.
More than half the site is critically endangered blue gum high forest in poor to moderate condition. Site preparation would cut the remnant forest by two-thirds, about 2700 squre metres.
However, about two-fifths of the site would be retained as blue gum high forest.
Real estate investor EG Funds Management would contribute $450,000 to town centre upgrades as part of the scheme.
Five basement levels—stepping down to two beneath Building B at the site’s lower end—would provide 236 car spaces.
Building B would sit next to the T1 Great Northern Railway.
Retail and commercial floor space 3319sq m planned for the lower ground levels would include a cafe and two office premises.

Development application documents said that EG’s 7 City View Road was Pennant Hills’ first residential state significant development application since the Housing Development Authority pathway opened.
A long-vacant three-to-five-storey office block would be demolished to make way for the EG proposal. The developer said it had considered retaining the block, but its long-term vacancy had scuppered the idea.
A 105-home, single-massing seniors living development was approved for the site in 2023, but did not progress
EG’s mixed-use development would cost about $138 million to build.
Properties in the immediate area of the site comprise detached houses and low to midrise commercial blocks.
