Western Sydney’s 109,000-Home Pipeline Hits a Delivery Wall

Western Sydney’s housing pipeline has topped 109,000 homes, but construction is struggling to keep pace with demand, with some growth precincts recording only a fraction of the starts needed to meet annual targets.

Research by Ray White Commercial Western Sydney found the region needed to deliver 25,600 homes a year to accommodate population growth of 59,000 people annually, as rising construction costs and tighter development finance delayed projects.

“Western Sydney’s housing story through mid-2026 is one of diverging fortunes,” Ray White Commercial Western Sydney managing director Peter Vines said.

“Lending has cooled sharply from its late-2025 highs, the construction pipeline keeps growing on paper, and cost pressures are back in force as global supply chains face fresh instability.”

The shortfall is particularly pronounced in the south west, where just 501 multi-unit homes were under construction against an annual target of 7335, according to the research.

The precinct has a pipeline of 42,900 residential lots, including growth areas around Liverpool and the Bradfield Aerotropolis.

In the outer west, multi-unit starts fell to 175 against an annual target of 5099, despite a pipeline of 9670 lots centred on Blacktown’s Riverstone corridor.

The north-west recorded 1305 apartments under construction, while its 2199-lot pipeline points to a shift from broad-acre development towards higher-density housing around transport infrastructure.

The central west precinct, centred on Parramatta, had 41,201 multi-unit homes in its pipeline, with 3161 active starts. Future development is expected to include projects above stations along Sydney Metro West.

The figures come amid a broader slowdown in NSW residential construction.

Australian Bureau of Statistics figures released in October showed home commencements across NSW fell 5.5 per cent in the June quarter to 11,252, while national starts rose 7 per cent to 52,201.

NSW house construction prices increased 2 per cent in the June quarter and 4.8 per cent over the year to June, according to producer price data, adding pressure to development budgets.

Vines said the pace of site clearance was also increasing in areas targeted for higher-density housing.

“The jump to 2561 demolitions in the June 2026 quarter, nearly double the previous quarter, indicates that increased densities under Transit Oriented Development (TOD) precincts are now driving a much faster pace of site clearance than seen at any point since records began,” he said.

However, demolitions and planning activity have yet to translate into a corresponding increase in completed housing.

Vines said renewed instability in global supply chains had added to pressure on fuel and raw material costs, reversing an earlier moderation in construction price growth.

Financing is another constraint on delivery. NSW investor lending fell from $15.964 billion in December 2025 to $12.604 billion in June 2026, according to the figures cited in the research.

The report also pointed to changes to federal negative gearing and capital gains tax arrangements as factors affecting investment conditions, while noting that newly built homes would remain exempt from the proposed negative gearing changes.

The delivery challenge is expected to grow as Western Sydney expands. By 2041, the region’s combined housing stock will need to increase by more than 500,000 homes across its four precincts, Vines said.

“Today’s undersupply compounds into a substantially larger task with every year of delay,” he said.

“Converting that approved pipeline into construction starts will depend on cost relief and improved development finance conditions.”
