Dare Wins Swift Approval for Luxury Mosman Scheme

Securing development approval for a major project in just nine months is virtually unheard of in New South Wales. But Dare Property Group has done it, winning the green light for its $200-million luxury residential development at Mosman, an eastern suburb of Sydney, in precisely that timeframe. It is an impressive feat, especially considering the reputation of the council and community groups, who have not always looked favourably on development in the affluent Lower North Shore suburb of Mosman, 8km from the Sydney CBD But working with both groups proved to be key to its success, according to Dare operations manager David Avidan. “People warned us that the Mosman Council was not overly sympathetic to new development,” Avidan told The Urban Developer . “But we went into the whole planning process with open eyes, and we did great community consultation to which the council was super receptive—and it resulted in a record approval time.” That was four months ago. Dare is now moving ahead with its Amara Mosman, a 26-apartment project atop a 1600sq m wellness and retail precinct at 700 Military Road. However, it was not necessarily an easy process. “There was a little bit of back-and-forth on everything from the colour of the brick to the communal amenities in the building,” Avidan said. “We listened to them and delivered what they wanted; something that was sympathetic to their vision for Mosman high street. ▲ A rendering of the view from the project’s “crown jewel”, a penthouse designed by acclaimed designer Fiona Lynch. “That [process] resulted in a really beautiful building that’s going to last a lot longer than myself.” It has also indirectly benefitted from NSW policy changes in the area. “During the process of us getting our DA the low and midrise policies came out. “Now, that doesn’t affect our site because it doesn’t affect mixed-use zones, but it did affect a lot of the houses around us. “So we had that opportunity to hear firsthand from many residents about development in general, and it pushed people to say they might not necessarily agree with this sort of scale in this particular street, but if we’re going to put the scale somewhere, let’s put it on the high street, on Military Road. “That allowed us to create this cosmopolitan development where we have retail and luxury units above.” Mosman has long been a suburb on Dare’s wish list, adding to its motivation to work with the community and council. ▲ A rendering of the view towards the CBD from one of the apartments. “Mosman has been a suburb that we have long looked for great opportunities in, and it’s extremely contentious,” Avidan said. “There were many people wanting this site, and to find this site was a process that took years, until we were ready to say, Dare is going to deliver in Mosman.” Designed by DKO Architecture, the seven-storey development is awaiting its construction certificate and has just launched to market with apartments being sold by Steven Chen from The Agency and Luke Hayes from Colliers. It will comprise seven apartments of two bedrooms, 18 of three and a single five-bedroom penthouse. According to Realestate.com.au, the median house prices at Mosman is $5.75 million and $1.3 million for apartments. ▲ A rendering of a kitchen in one of the Amara Mosman apartments. Given that Dare operates in other blue-ribbon suburbs such as Vaucluse, Point Piper and Tamarama—where it sold a penthouse for $98,000 per sq m, it is a more diverse project for developer. “Downsizers and rightsizers are interested in our product, and that is really a testament to our focus on delivering a true mix of product in this building,” Avidan said. This also means a considerable investment in amenities, in addition to its retail precinct, Avidan said. That includes an on-site concierge who will be able to book restaurants, transfers, beauticians, massages, laundry services and car washing. Construction is to begin next year and completion is expected by the end of 2027. Amara joins a pipeline of Mosman projects that includes Abadeen’s 28-unit shoptop development on the corner of Spit Road and Clifford Street, which is on track for completion in 2026; and Winim’s DA-approved Cowles Road project .
