Builders Revealed for Trio of Perth Hospital Projects

Who will build three hospital projects in and around Perth has been revealed in the wake of Western Australia’s Treasurer accusing some property developers of opposing hospital projects. On the last day of WA Parliament for 2025, Treasurer Rita Saffioti delivered a backhander to the state’s development industry. “I understand that some developers do not want us to build hospitals and social housing—I understand that—but our commitment is to hospitals and to social and affordable housing,” she told her Legislative Assembly colleagues on December 16. “The developers that the Liberal Party is now siding with say that we should not be building hospitals.” Saffioti was responding to criticism from Shadow Treasurer Sandra Brewer who, before being elected last year as the Liberal Member for Cottesloe, was the Property Council of Australia WA executive director. Earlier on December 16, Brewer had told Parliament the government’s focus on the $13-billion Metronet public transit scheme had come at the expense of addressing the long-running housing crisis. This included at the 35ha Subi East urban renewal project in Perth’s inner west that Brewer dubbed a “dustbowl” . PS Structures to build Byford Health Hub Now, ahead of the first parliamentary sittings for 2026, hospital projects are proceeding full steam ahead in WA, with the government announcing this week that construction had started on a health hub at Byford in south-eastern Perth. Perth-based PS Structures will build the $42.2-million, two-floor project designed by Perth-based Carabiner Architects. The hub’s ground floor will feature areas for primary care and pathology collection and space to operate a mobile X-ray machine. ▲ Rendering of the Byford Health Hub. Work has begun on the facility. Also on the ground floor will be a mental health service with a reception and waiting area, four consultation rooms and a therapy room for group or family sessions. The first floor will house 28 consultation and therapy rooms, a gym, three child health clinics and a waiting area. WA Health Minister Meredith Hammat said the hub would allow people with non-urgent conditions to access care in a convenient location in their own community. Partners for Royal Perth and Peel hospitals In a separate announcement this week, Lendlease Construction was revealed as the preferred alliance partner for a six-level building at Royal Perth Hospital, and a joint venture between Sacyr Construction Australia and Built as the alliance partner for a new hospital at Mandurah. Both alliance partners will be tasked with design, development, site investigations and early works preparation. For the Royal Perth Hospital project, two floors will house a new emergency department and provide more ambulance bays as well as extra clinical service areas. At Mandurah, in the Peel region immediately south of the Perth metropolitan area, a new hospital will be built on the site of the existing Peel Health Campus. ▲ Rendering of the new hospital to rise at Mandurah. The government anticipates that both projects will begin in mid-2026. Health infrastructure minister John Carey said the alliance contracting model would streamline procurement and support quicker construction. Multiplex awarded St John of God project Also this week, Multiplex was announced as the builder for stage three of the redevelopment of the private St John of God hospital at Subiaco. Designed to achieve a five-star energy rating, the project is a six-level clinical building that hospital chief executive Tina Chinery said would enable St John of God to expand surgical and procedural capacity and introduce new specialist services. With philanthropic support, the building will house a centre to help expand the hospital’s cardiac and cardiothoracic services. Designed in collaboration with cardiologists and cardiothoracic surgeons, the centre will include four catheterisation laboratories, two large cardiothoracic theatres for complex surgery, a 22-bed cardiology ward and a 14-bed coronary care unit. ▲ Rendering of the third stage of St John of God Hospital’s Subiaco redevelopment. The building will also include operating theatres, an expanded orthopaedic surgical area, and a 30-bed admissions area to support general surgery, oncology and urology. A new chapel and end-of-trip facilities are planned. Stage two of the redevelopment is under way and due for completion in 2026. It includes upgrades to the hospital ’ s main entrance and forecourt, replacement of patient lifts and improved visitor parking. Construction of stage three is scheduled to start this year and the building is expected to open in early 2029. Developer Day in WA Parliament WA’s last parliamentary sitting of 2025 was dominated by urban development matters because a Bill to enable the Commonwealth’s Help to Buy shared housing equity scheme to operate in the state was being debated. Asked by The Urban Developer specifically which developers Saffioti was talking about when rebutting Brewer’s critique in parliament, her office provided a response from an unnamed government spokesperson. “The Shadow Treasurer has no credibility,” the anonymous spokesperson said via email. “She championed and praised Metronet as a key to driving more housing when she was the head of the Property Council and now criticises it for her own political agenda. “The State Government has a strong track record of working closely with the housing sector to deliver initiatives that reduce barriers to development and help unlock more housing for Western Australians.” This week, Brewer told The Urban Developer that Saffioti’s parliamentary rejoinder was “bizarre and not at all on the subject of the Bill”. “It was very insulting to the development industry,” she said. “To say the development industry doesn’t support hospitals and public housing is absurd.”
