Plenary to Develop $1bn Western Sydney City Precinct

Melbourne-based developer Plenarty has inked a deal with the NSW Government to develop the first superlot in “Australia’s newest city”.
The $1-billion development agreement means the global developer will transform the first 5.7ha of prime land at Bradfield City.
The site is next to Bradfield’s First Building, which incorporates the Advanced Manufacturing Readiness Facility (AMRF) hall, as well as the 2ha Central Park and new Metro station.
Plenary will deliver the first 1400 homes at Bradfield City as part of the deal. Ten per cent are to be dedicated to affordable housing.
Other uses permitted for a quarter of the site include a hotel, advanced industries, a university campus, retail, childcare and health facilities, and a 1500sq m hospitality venue overlooking Central Park.
Plenary, which has locations across the globe including Toronto, Los Angeles, Singapore, London and Dubai, will roll the project out in stages—the first is to be delivered in the next five years.

The developer will start the process of finding a university partner and major commercial anchor tenant in 2026.
Also next year, Plenary will file a State Significant Development application for the restaurant and a concept plan for housing, a hotel and commercial space on the northern part of the site.
Bradfield will be the first city built in Australia in more than 100 years.
The metropolis 60km west of the Sydney CBD was greenlit by the state government in 2024. It has been projected Bradfield will eventually have 10,000 homes.
The 114ha mixed-use city centre is part of Aerotropolis and neighbours the Western Sydney Airport, which is due to open in 2026.
Plenary chair Paul Oppenheim said that as the long-term development partner alongside the Bradfield Delivery Authority, it would bring its overseas experience to deliver the “exciting vision for Bradfield”.
Previous masterplan projects delivered by Plenary include the $5-billion LaTrobe University city plans and the $294-million Geelong Convention Centre.
