The NSW-based privately held residential developer, Aland, is continuing its march into Western Sydney’s growth areas, filing plans for eight residential towers atop four commercial podiums in the Leppington town centre.
The proposal is for 461 affordable infill apartments that would accommodate 1000 residents and help to create a thriving town centre that is part of the council’s vision.
The DKO Architects-designed masterplan comprises a north-south civic spine and mixed-use centre that provides transit-oriented development of the 3.2ha site at 173-183 Rickard Road, Leppington.
According to planning documents, the development cost of Aland’s masterplanned civic centre is about $453 million.
The developer is a major landholder in the civic centre that is zoned for mixed-use and recreational space, and the project could be a catalyst in the development of the new town centre.
“Leppington Town Centre has yet to see the development anticipated by the State Government following the delivery of Leppington Train Station,” planning documents said.
“As a major landowner in the core of the town centre, Aland has a genuine and significant opportunity to kick start redevelopment.”
The concept plan for eight residential towers across four commercial/retail podiums would capitalise on the adjacent Leppington train station and help to attract investment and development to the town centre.
The Leppington Town Centre Planning Proposal received gateway determination from the Department of Planning in August 2023.
The region is forecast to do much of the heavy lifting in terms of housing growth in the next 15 years.
“The LGA is forecasted to have the largest housing growth of any metropolitan Sydney council with a forecast demand for an additional 49,625 dwellings with most residential growth set to occur in the South-West Growth Area,” the report said.
“Of the SWGA precincts, the site is expected to facilitate the majority of dwelling capacity, targeted at 30,000 dwellings by 2040. The strategy identifies how council will accommodate and support resilient and healthy housing growth within the LGA.”
The civic centre would also comprise 26,146sq m of commercial and retail floor space, which would support the generation of up to 1200 jobs, and deliver 5500sq m of publicly accessible open space.
The concept plans have been filed with the NSW Government as a state significant development.
Aland is also developing an $800-million masterplanned Gladstone Village in Sydney’s western suburbs at Merrylands.
When finished, the 2.5ha precinct will provide 1100 residential apartments in multiple buildings, as well as a variety of retail amenities surrounding a large central park.
