Victoria Accelerates $767m West Melb Infrastructure Push

A billion-dollar infrastructure blitz comprising four major road projects and a new international freight gateway in Melbourne’s western suburbs is under way in one of the capital’s fastest-growing corridors.
Victorian Government contracts have been awarded for the Ballan Road Intersection Upgrade at Wyndham Vale, as well as the Point Cook Road and Central Avenue Intersection Upgrade at Altona Meadows.
The state also announced that major works for the Ison Road Project at Werribee would begin next month.
The projects are part of the state’s Road Blitz to Get Families Home Sooner and Safer package, which itself is part of the broader $1.2-billion Road Blitz program.
The co-ordinated upgrades are aimed at improving connections between established and expanding residential precincts and urban areas, with the Ison Road extension providing direct freeway access for estates in Werribee’s growth zone.
Combined with the West Gate Tunnel opening, the infrastructure program is planned to enhance connectivity across the western growth corridor from Point Cook to Geelong.
Meanwhile, Avalon Airport has opened an $8-million freight processing facility capable of handling 100,000 tonnes of cargo annually—a tenfold increase on the current capacity.
The facility is part of the Greater Avalon Employment Precinct. The airport is now considered an “economic anchor” for the surrounding growth areas between Geelong and Melbourne’s western suburbs.
Operating 24 hours daily, the facility will process international freight, including equipment for major entertainment and motorsport events.
Roads and freight minister Melissa Horne said the expansion would help ease traffic congestion by reducing the number of trucks moving freight between Avalon and Tullamarine airports.
Builders revealed for road projects
Construction company Symal is to deliver the $83.5-million Ballan Road Intersection Upgrade, jointly funded by federal and state governments contributing $41.75 million each.
Works include removing Wyndham Vale’s busiest roundabout and replacing it with traffic lights at the intersection of Ballan, Greens and McGrath roads. Utility relocations begin this month, with major construction starting in early 2026.
Around 800m of new walking and cycling paths will also be built around the intersection.
BMD Constructions has won the contract for the Point Cook Road and Central Avenue Intersection Upgrade, which will serve an estimated 28,000 daily road users.
Preliminary works are under way, with major construction due to begin in January 2026 ahead of completion in 2027.

Big Build Roads and construction partner Decmil will deliver the Ison Road extension in partnership with the Wyndham City Council. The overpass and extension are due to open in late 2026, facilitating more than 29,000 daily journeys by 2036.
Once complete in 2027, the Point Cook and Ballan Road upgrades are expected to serve a combined 58,000 motorists daily.
All projects will benefit from improved connectivity when the West Gate Tunnel opens later this year, creating an integrated transport network linking established centres in Wyndham Vale, Werribee and Point Cook with emerging residential zones and employment precincts across the western growth corridor.
The co-ordinated investment in western Melbourne also includes $4.1 billion for the Sunshine Station Superhub and $777 million for regional transport networks as part of a $23.8 billion infrastructure program.
The 2025-26 Budget also allocated $10 million to unlock water, sewerage, roads and electricity infrastructure to enable new projects, alongside $407 million for land acquisition to support housing delivery across growth corridors.
