TQM’s Three-Tower Plan for Sydney’s South-West Wins Green Light

A three-tower project up to 21 storeys has been waved ahead in Sydney's south.
TQM Design and Construct's 187-apartment shoptop approval for 105 Forest Road and 1A Hill Street, Hurstville adds 61 units to previously greenlit plans for two towers of seven and 13 storeys.
The new plan—expected to cost $95 million to build—increases residential floor space by about 50 per cent from the original plan.
The 2643sq m site on Dharug land is about 750m from Hurstville station in the suburb’s CBD and 650m from Allawah station.
It is within 800m of five public and private schools, and 16km as the crow flies from Sydney CBD.
The mixed-use block will have a gross floor area of 16,827sq m and room for six retail tenants at ground level.
Block A has a seven-storey podium with 21 storeys atop, Block B has a four-storey podium and 17-storey tower while Block C has a four-storey podium and a six-storey tower.
Design Workshop Australia has designed the three towers with landscaping by Conzept Landscape Architects.
A total of 95 two-bedroom units make up the bulk of the home typologies, followed by 60 of one bedrooms and 32 three-bed units.
Affordable housing comprising 19 units or 10 per cent of total residences will be kept for at least 15 years.
Communal space of 1539sq m will be split between rooftops and a first floor including a dog park and gym.

A five-level basement will provide 272 car spaces.
A three to 13-storey shoptop project proposed in 2007 was approved in 2012 for the site and demolition works subsequently carried out.
A concurrent rezoning proposal under the Georges River LEP to increase the height limit from 40m to 75m and the maximum floor space ratio to 6.4:1 was also greenlit in the latest approval.
Neighbouring buildings range from seven to 13 storeys with buildings of about 20 storeys high nearer the Hurstville City Centre.
The George’s River Local Strategy Plan 2020 found a need for 14,000 new homes by 2040 to sustain the suburb’s growing population.
Elsewhere on the south side, TQMDC is working on a residential project at Wolli Creek valued at $120 million and a $106 million build-to-rent complex at Zetland—both are expected to complete in 2027.
