About this project
Castlerock Property won the tender to build the $30-million, three-storey GovHub in Morwell in the LaTrobe Valley in Victoria, providing much-needed jobs and a communal hub in the region, which had just lost 750 jobs with the closure of the Hazelwood mine.
The company engaged extensively with the LaTrobe Valley community and traditional owners, and opted to use locally resourced materials and labour—creating 500 jobs, boosting local industry and providing exhibition spaces for local Koori artists and students.
The state government’s lease of 15 years will make Morwell a government hub and bring $15 million each year into the La Trobe Valley.

Project details
GovHub now boasts the largest light gauge steel façade module in the world, an achievement that was recognised when the project won the Victorian-Tasmanian Steel Clad Structure award in 2020.
The building has a unique modular façade design consisting of 18 prefabricated façade modules (each weighing four tonnes, 14.5m in height, 8m in width, and 2.2km worth of steel).
The project committed to using local tradespeople and suppliers where possible, with a 75 per cent target. At the conclusion of the project, 82 per cent of tradespeople and suppliers employed were LaTrobe Valley locals.
