Privately-owned property and infrastructure consultancy Spiire has been providing specialist services to private and government sector clients in regional Victoria for more than 20 years.
The move to establish an office in Ballarat is an exciting step forward for the team, which has been delivering projects to local clients in Ballarat from their wider regional network for almost a decade.
Regional Victorian general manager and civil engineer Cameron Clarke said he is proud to be establishing a local presence in Ballarat.
“Building a local team of consultants who live and work in and around the area will be central to achieving the sorts of outcomes we want to see for the local community,” Clarke said.
With the growing appetite for regional living, and the sudden shift to remote working caused by Covid, Clarke said that Ballarat is an attractive option for young families looking for a “tree change”.
“Ballarat has a strong sense of community, and an easygoing lifestyle.
“Investment into the redevelopment of the Ballarat rail precinct provides easy commuter access for many people who can now work remotely and flexibly,” Clarke said.
With the state government’s recent push to decentralise government agencies and relocate jobs to the new GovHub at Civic Hall, local employment prospects in Ballarat are also on the rise.
“The flow-on benefits to industries throughout Ballarat including hospitality, retail and education will be significant,” Clarke said.
"When you combine this with increased private sector investment across the central highlands region, it makes Ballarat one of the most appealing towns to live in in the country."
This was evidenced in June, when RPM real estate completed $50 million in transactions across Geelong and Ballarat.
Spiire is currently delivering a number of significant property and infrastructure projects in the Ballarat region including the 750-lot Pinnacle Estate located outside the CBD, in Ballarat’s thriving western growth corridor.
The adjacent 420-lot Conroy’s Green Estate is Spiire’s first project with local business owners Wayne Pelchen and Tim Porter who have recently formed Ballarat-based development business San Huberto Properties.
Spiire’s team of civil engineers, landscape architects, surveyors and electrical engineers are undertaking the project management for both sites and are enlisting the help of all-local contractors to assist in project delivery.

Spiire’s Water Engineering team is currently delivering an integrated water strategy for the Wyndholm Park area which is a significant portion of the Northern growth area of Ballarat.
Following the recent agreement to rezone parts of the northern growth area, the team is looking forward to working with the local authorities and community to improve the benchmark for water engineering in the property development industry.
For Spiire’s managing director, Mark Breuer, delivering project outcomes that are appropriate for the local community context is of central importance.
Horsham-born Mark is passionate about the unique sense of community that is palpable in regional Victorian towns.
