SA Shopping Centre’s ‘Under-Used’ Car Park Slated for Apartment Precinct
A 1ha car park at Salisbury Downs’ Hollywood Plaza would be replaced by a six-building residential precinct under plans now before the city council.
SA Devco, led by Leslie Smith, has filed plans with the City of Salisbury for the 198-apartments development for the site bounded by Spains Road, Beverley Drive, Hollywood Boulevard and Winzor Street.
The application proposes six residential flat buildings ranging from three to six storeys, with two buildings reaching six storeys.
The project has been designed by Bell Architecture and would include a mix of private ground-floor gardens and balconies, with landscaping, pedestrian paths and outdoor recreation areas between the buildings.
The design uses brick veneer, timber and metal cladding, with the planning documents describing an architectural approach intended to reflect the residential character of the surrounding suburb.
The proposal would remove 10 regulated trees, including two street trees, as well as two significant trees, according to the development application.
The precinct would replace part of the existing surface parking serving the shopping centre.
The development would provide 219 basement car spaces and 33 at ground level for residents, as well as 65 visitor spaces. That visitor provision is 18 spaces below the planning requirement, according to the planning material.
Planning consultant URPS argues the shortfall can be accommodated within the existing Hollywood Plaza car park, citing a parking survey that found spare capacity.
The planning documents said the shopping centre's recent upgrade was approved on the basis that it would not rely on the car parking proposed to be redeveloped.
The $20-million Hollywood Plaza upgrade of 2023 and 2024 included a new entrance, car park shade sails and a Woolworths direct-to-boot loading area.
The application is open for comment through PlanSA until September 21
