Mulpha Plots Western Sydney Shoptop Offices

Mulpha Australia is continuing its domination of Norwest with fresh plans that propose a commercial tower and public plaza. The site, at 25-31 Brookhollow Avenue in the Norwest Business Park, is vacant after being used to support the construction of the Norwest Metro Station. The site, 36km west of Sydney, is across the road from Mulpha’s $3-billion shopping centre redevelopment, which was approved this year . The developer this month filed plans with The Hills Shire Council for the Brookhollow Avenue address that, subsequent to its construction use, had been subject to a planning proposal by NSW government-owned Landcom. Mulpha secured the tender to develop the site last year . Projects to its credit during its long history in Norwest include using cross-laminated timber in its The Bond project, which sold out its 10,000sq m of its office space before completion in 2023, as well as a focus on zero-carbon for its $1-billion Norwest Quarter project that broke ground this year. The current application by Willowtree Planning on behalf of Mulpha Norwest Metro Development Pty Ltd details the construction of an 11-storey commercial tower in answer to these proposals. The developer is going against the grain which has seen the new office development pipeline dry up globally, leading to an expected 20 per cent decrease in office completions in 2025, according to JLL. ▲ Renders of the Brookhollow Avenue project. But Mulpha head of development Tim Spencer said that despite the outlook for the office market generally, Norwest was a special case. “Most buildings in Norwest are B-grade and would tap out at 3.5 stars, so we’re looking at this as the first next-generation commercial building, this is the reset for Norwest,” Spencer said. Mulpha is expecting local and wider demand for the project that includes a 1300sq m public plaza which integrates with infrastructure around the Norwest Metro Station. “We’re excited about local demand which might free up some of the existing 400,000sq m of commercial built form for redevelopment which will help Norwest continue its evolution. “We’ve never been able to truly compete for big institutional tenants prior to this because we haven ’ t been able to tick that box on public transport, so we think there ’ s definitely room in that larger institution market now we’re building a true A-grade building.” ▲ The site is in the Norwest Strategic Centre, which plans to provide 23,900 additional jobs by 2036. Three basement levels of 162 carparks including 33 electric vehicle and eight carsharing spaces are included in the plans, designed by 3XN Architects. It will have ground floor retail spaces fronting the public plaza and Brookhollow Avenue and one floor of “wellness” and co-working space. The building will have a gross floor area of 15,665sq m once completed, with levels two through nine allocated to office space, with open floor plans, private meeting rooms, and are able to be partitioned for future tenants. “Norwest is a bit of a hidden secret,” Spencer said. “It’s its own premium owner-occupier market, an oasis in Western Sydney, because of our landscaping approach, our proximity to large premium housing and a diversity of housing, and it can be very different to the other market generalities going on across Sydney. ▲ Mulpha acquired huge swathes of Norwest back in the 1990s as a parent developer, before selling land to over developers. “In the submarket of Norwest for premium commercial, there’s nothing there. “But we have 900 businesses and 30,000-plus workers in Norwest every day and we will put this massive opportunity in front of them.” Norwest has been a hive of development activity this years, particularly around the station, where triple tower plans by Merc Capital cleared their latest hurdle , sitting next to Mulpha’s most recent proposal, at 34-46 Brookhollow Avenue and developer Tony Isaac was approved for his Isaac Towers project at 14-16 Brookhollow Avenue.
