High-Density Housing to Fund East Perth Masterplan

High-density development to fund new sports infrastructure is part of a draft masterplan unveiled for the East Perth Langley Park precinct. The City of Perth plans propose residential, commercial and community components in the plans that are open for comment until March 12. The site, home to the Perth Bowling and Recreation Club, would be rezoned for highrise residential and commercial use, allowing buildings of 16 storeys or more. The plan includes two separate development parcels, which could be delivered together or as individual projects. The current estimate is for 421 new homes across the two sites, with lower-rise podium levels facing Plain Street to create a more pedestrian-friendly environment. Langley Park was created from 1921 to 1935 by reclaiming land from the Swan River to expand the city ’ s land area. Originally used as Perth’s first airstrip for light aircraft, the park has evolved into a key site for community and recreational events. The new masterplan builds on this history, the council said, shifting the area from open space to a mixed-use precinct with a central podium to link private developments with community spaces. ▲ The site, reclaimed from the Swan River a century ago, is home to a bowls club. Community feedback and a Sport and Recreation Needs Analysis underaken in March and April of last year prompted the addition of a community centre and clubhouse to the plan. About half the site would be dedicated to sports, recreation and community use and would include synthetic bowling greens and indoor courts for multiple games such as basketball, volleyball and pickleball. Outdoor courts, a youth sport area, barbecue spaces and event areas are also planned. The precinct forms part of the broader $1-billion Riverfront Masterplan, a long-term strategy to upgrade underutilised land stretching 2.2km along the Swan River. The plan includes improved public spaces, increased connectivity to the CBD and planting 3000 trees. ▲ WAX Architectural ’ s render of the Riverfront Masterplan in Perth. The site at the eastern gateway to the CBD stands to benefit from major infrastructure investments including the Causeway Pedestrian and Cyclist Bridge, linking Langley Park to the Burswood Peninsula. The masterplan includes a pedestrian bridge across Lake Vasto to improve access to Fraser Point and Boorloo Bridge. The next stage involves finalising the 2 Plain Street East Perth Masterplan and a Scheme Amendment to City Planning Scheme No.2, which will provide the framework for development approvals. Consultation outcomes are to be reviewed by the middle of this year.
