Anglicare Moves Ahead with Castle Hill Masterplan

Work on the expansion of what is believed to be Australia’s oldest retirement living community is about to begin.
The first stage of the 595-unit masterplan at Anglicare’s Kilvinton Village at Castle Hill in NSW will deliver 53 independent living units.
The stage comprises multiple lowrise buildings within the existing Anglicare site, which has been operating since the early 1960s.
It is part of a development proposal across multiple stages that was approved in September 2022.
Anglicare group executive—seniors communities Laurie Boxwell said the stage was part of a greater 15-to-20-year masterplan for the site.
Anglicare lodged a State Significant Development application in June 2025 for that masterplan.
As well as the independent living units, the masterplan concept includes two residential aged-care facilities of 105 beds, 10,500sq m of residential community health and wellness facilities, and 5ha of landscaped open spaces.

The site is 9km north of Parramatta and 1km east of the Castle Hill Metro Station, straddling the boundary of Hornsby and The Hills council areas.
Decode has been appointed to build the $48-million project, which would create more than 500 construction jobs throughout its lifecycle.
Decode associate director Ali Mobarak said construction works had been planned to ensure safety and minimal disruption to village residents.
Boxwell said residents would move into the completed first stage in 2027.
