Nacon’s Plans for Second Tower at Burgeoning Burwood Go Public
Another Nascon project is among those vying to reshape the Burwood skyline with plans on exhibition for a $65-million tower.
The 21-storey, 129-home proposal for 17-19 and 21 Conder Street was endorsed for the Housing Delivery Authority pathway in September 2025.
Just a month earlier, Nascon was endorsed for a 40-storey, 240-home project at 16 and 18 Railway Parade, also at Burwood.
The exhibition comes while a finalisation report is being prepared for a rezoning proposal for Burwood North, which would add 18,300 new homes to the suburb in buildings up to 42 storeys.
Earlier plans had suggested a target of 15,000 new homes for the suburb about 12km west of the Sydney CBD and 12km south-east of the Parramatta CBD.
A floor space ratio of 8.52:1 would generate 11,810 sq m gross floor area. Five basement levels would hold parking spaces for 140 cars.
The Kennedy Associates design would include 17 one-bedroom, 102 two-bedroom and 10 three-bedroom apartments, with a 10.8 per cent affordable component by GFA.
An existing five-storey co-living building of 30 units as well as a five-storey apartment building of 20 homes would be demolished to make way for the proposal.

The 1387sq m site sits on the western edge of the Burwood town centre, about 400m from the Burwood train station and the Burwood North Metro station due to open in 2032.
The site is also 180m from the $2.5-billion Burwood Place project. In August 2025, Holdmark broke ground on the 1041-home precinct with 5000sq m of public open space.
Meanwhile, Conquest’s proposed 39-storey golden tower at 2-4 Burleigh Street and 20-24 Railway Parade was approved in May. The sandstone podium of that project will integrate with the Greek Orthodox church at 26 Railway Parade, according to PTI Architecture. The site formerly hosted the home of the Young family, famed members of rock bands The Easybeats and AC/DC.
And in January 2025, a P&N Sleiman Group was given the nod to add two towers to an already approved project at 28-34 Victoria Street, and 17 and 21 George Street. The three skyscrapers will now reach up to 40 storeys.
