Beyond Spending: Sydney’s After-Dark Economy Enters New Era

As the threat of recession looms, Sydneysiders are still hunting for entertainment, but they’re spending less and businesses are shutting as a result. But 24-Hour Economy Commissioner Michael Rodrigues told The Urban Developer that a deeper look at the data “gives me a lot of confidence” about the state of Sydney nightlife, and the implications for the economy and society. Granular research shows that entertainment is changing, not dying, with new opportunities emerging as market demands grow beyond pints and pokies. According to the March quarter Data After Dark report, night-time activity was largely flat, with public transport movements up 0.7 per cent year-on-year. Overall nighttime movements were up 0.16 year-on-year, with 332 million trips made across the quarter. In-person night-time spending rose 1.9 per cent to $3.95 billion year-on-year. However, when adjusted for inflation, that represents a decline. Meanwhile, 1076 businesses shuttered over the year—2.1 per cent of the total. The closure of businesses was driven by liquor stores as more than 1 in 20 (5.7 per cent) of bottle shops closed during the year. The long-term data covered by the quarterly and annual reports , according to Rodrigues, help split out the structural from the cyclical changes under way in the economy. “There’s global shifts in going out behavior that economies are trying to deal with,” Rodrigues says. ▲ Vibrancy reforms have given punters options, but spending is ticking downwards. “And which are new audience behaviors, post-pandemic: work-from-home, decentralisation, [digital] content access. So there’s pressure on these systems. “When you start interrogating the numbers, you find yourself thinking beyond ‘economy’ to ‘mobility of people going out’. Of course we want people out spending, but a close second is people going out and connecting in the community.” The NSW and City of Sydney reform movement , aimed at fostering a precinct-based nightlife strategy, mirror an emerging philosophy to planning internationally. But it’s also a response to the (since repealed) 2014 lockout laws, which were themselves a reaction to the concentration of nightlife in Kings Cross, and arguments about the violence that engendered. ▲ Special Entertainment Precincts across the city mean that Kings Cross is no longer the centre of Sydney nightlife. “For us, the real measure is not only about the economy. It is about safety and experience as well, and I think that’s the fundamental differentiator”, Rodrigues says. “It’s very easy to restrict measurement to top line numbers like jobs and value. I’m equally interested in the ambulance and paramedic call out data as I am in the spend.” Looser planning around outdoor dining, late night trading, noise complaints and other entertainment matters are in support of holistically healthy nightlife. “When you start thinking about all the interventions that we’ve done, one of the barriers to going out still is perceptions of safety. So as we continue to deal with freeing up usage through any number of changes that we’ve made to the system, we’ve got to really think about audience.” Flow-on effects beyond spending Successful nighttime planning feeds into economy-wide and societal success, Rodrigues says, with the trial of 24-hour public transport during Mardi Gras showing increased activity during daytime as well. In total, spending across the parade day and night more than doubled from the year prior. Other hopeful elements are springing up around Sydney and the state, which aren’t necessarily visible in top-line pub spend data. The Western Sydney International Airport , due to begin accepting passengers in October, will empower the burgeoning tourist precincts across the west of the city. And the return of widespread low-cost comedy rooms, Rodrigues says, is supporting a pipeline of talent that leads to international success, as well as domestic film and television production. ▲ Traditional venues can anchor a nightlife precinct, allowing alternative options to flourish around it. Poker machines are one portion of nightlife which continue to perform, with punter losses up 8 per cent in 2025 to $3.9 billion (although the number of venues has not grown in line with revenue). Rodrigues says he recognises traditional liquor-and-gambling venues as anchors for some precincts, which in turn enables more diverse offerings and operators around them. He points “with some pleasure” to the uptick in creative and sports recreation businesses, (both up 0.6 per cent), as “demonstrating a societal change around wellness”. “All that district work is really about building resilient communities of businesses,” Rodrigues says. Investors are adopting a paradigm of “capital reallocation in a post-pandemic world, because we’re using our cities differently now”. ▲ Rodrigues says the boom in run clubs, both commercial and community-run, is an example of growth in recreation activity. Operators are reacting to “changing preferences of different audiences on how they want to spend their discretionary time…My job is to make sure that people have choices”. Whatever the offering, Rodrigues is putting out an appeal for industry to unite against the real enemies—the couch and the screen. “We’ve got to really think about the levers we can pull as a sector to get people out from home,” he says. “The mental health data is clear. Device addiction and isolation is unhealthy, and different generations are suffering that at both ends of the spectrum. “I’m pretty optimistic. The work we’ve done to try to make the system flexible, it’s such a great win for the community… and then businesses will be more confident. So I’m optimistic.”
