Sentinel Says Darwin Factory Can Help Fix Australia’s Housing Problem

“The last major innovation in Australian housing construction was the nail gun 40 or so years ago.” In that time Australia has rebuilt its financial system, digitised its entire retail economy and put a supercomputer in every pocket. But as Warren Ebert points out—the way we build homes has not meaningfully changed since Bob Hawke’s first term as Prime Minister in the early 1980s. And the Sentinel Property Group managing director has decided to stop waiting. He’s betting big on what—at least by his reckoning—is Australia’s newest housing frontier. Not another greenfield paddock or an inner-city renewal precinct but a factory floor in the nation’s Deep North, turning out homes the way Toyota turns out cars. The Brisbane-based fund manager is raising $35 million towards a $70-million modular manufacturing push across its investment heartland in northern Australia to acquire Darwin-based Northern Transportables. Ebert is even tipping in $10 million of his own money into Sentinel’s Manufactured Accommodation Investment Trust, wagering that the region’s biggest boom in a generation—underpinned by a trillion dollars of proven resources and an AI data centre pipeline—will stall without a fundamentally different way of building. The impetus for the investment came from a drive through Northcrest, a masterplanned community at Berrimah in Darwin’s east, where Ebert saw homes being built from core-filled blockwork. He curiously asked the developer why he wasn’t using steel. ▲ The Brisbane-based fund manager is raising $35 million towards a $70-million modular manufacturing push to acquire Darwin-based Northern Transportables. “He said, ‘Well, we’ve always done it this way’,’” Ebert recalls. “Not because it’s the best or the most efficient but just because they’ve always done it that way, so why change?” Meanwhile, blocklayers—as they call them in the Territory—are in critically short supply impacting on project completions and housing stock. Based on his own research Ebert says there are only 26 blocklayers in the NT and the case for change is clear. It is the pointy end of a labour shortage he argues cannot be trained out of existence on any timeline that matters. “It’s a dying trade,” he says. “What we’ve got to work out is how do we build more houses with less people.” Modular construction is part of the solution and therein—according to Ebert—lies the opportunity. Northern Transportables, operating since 1997 with facilities in the Northern Territory and South Australia, is fully integrated, specialising in the design, manufacture, delivery and installation of turnkey transportable building solutions for both sale and hire. Last month, the company secured a $36 million contract for a 180-person accommodation village and associated mine infrastructure buildings at KGL Resources’ Jervois copper project in the Top End. Sentinel spearheaded its major strategic push into manufactured modular housing in 2022 with the launch of Northern Australia Accommodation Solutions to target the severe shortfall in regional and key worker housing across the NT and Queensland. Ebert notes that South-East Queensland’s Olympic build is tracking 46,000 to 50,000 tradespeople short—a vacuum that will draw labour south and leave the regions bidding for the remainder. ▲ Ebert says there are just 26 blocklayers—better known as bricklayers elsewhere—in the entire Northern Territory. His strategy, true to form, is counter intuitive. “We’re not looking at supplying into the Olympics,” he says. “But what that will do is keep others busy … and that’ll leave more up north for us.” Ebert says the commercial logic gets sharper the further north you go. He cites a North Queensland contract that went out 18 months ago for seven three-bedroom, one-bathroom houses for $8.4 million. “That’s $1.2 million each. Now those same houses to get built in Townsville, which is the nearest major city, would have come in at $500,000 to $550,000. So you’re talking double, because labour they just doesn’t want to go out there.” Modules built in a shed and trucked to site don’t solve the cost of remote labour—they narrow the window in which you’re paying for it. “You can pay the people double or triple for a month,” Ebert says. A remote-delivered manufactured home might land at $650,000 to $700,000 against that $1.2 million, with a build measured in weeks instead of months.” Sentinel has a $1.5 billion portfolio in the north—about $500 million in Mackay, $800 million in Darwin by year’s end, about $200 million in Townsville. The modular play sits deliberately downstream of all of it. “We’re the largest owners of commercial property in northern Australia,” Ebert says. “Not too many people down south are prepared to get off their arse and turn a buck. They want to sit in their office and just, you know, spin the propeller on the top of the head around. “The big boys don’t want to invest up there … so there’s not a lot of competition.” ▲ Sentinel has a $1.5 billion portfolio in the north, including about $500 million in Mackay in central Queensland. The enormity of the northern pipeline justifies Ebert’s conviction. The North West Minerals Province holds an estimated trillion dollars in proven resources, with the $3-to-$4-billion CopperString high-voltage transmission build the key that turns it. Townsville carries northern Australia’s largest defence base, a biofuels play, and a solar panel manufacturing proposal at the Lansdown precinct, 70km west, beside one of the world’s best silica deposits. “There’s not a lot of minerals in Sydney CBD or Melbourne CBD,” Ebert muses. Darwin’s numbers, he says, are the most arresting in the country. GDP growth of 3.6 per cent last year—three times the national average. Population growth of 1.6 per cent against 1.2 per cent. Workforce participation at 74 per cent against 67 per cent. Residential vacancy of 0.3 per cent. “We see great opportunities up there. But we need accommodation for them. We can’t get more people up there if they’ve got nowhere to live.” First gas from the Beetaloo, a massive shale gas reserve—holding more than a century of supply at current national usage—about 500km southeast of Darwin, reached the city earlier this month, with the larger Omega gas and oil prospect behind it. Gas, water and subsea cable landfall to Asia also add up to data centres—one project alone flagged as needing another 5000 workers over five years. “They’ve all got to have housing. You get those workers, then you’ve got to have a coffee shop, restaurants, all of it,” Ebert says. As part of its modular manufactured accommodation investment strategy, Sentinel is also planning a new Townsville facility—vehicle still undecided—that will trial a “kit of parts” model: import flat-packed components, assemble locally. ▲ Darwin’s GDP growth of 3.6 per cent last year was three times the national average. “When you bring in a completed module, you’re bringing in a lot of air," Ebert says. “If you can pack them efficiently in shipping containers, it’s much cheaper. An IKEA-type thing.” The ambition runs past mining camps and remote settlements into general suburbia—master-planned product at “a few hundred thousand” in a market where “you can’t build a house under $1.2 million”. “Not everyone needs a million-dollar house. They can’t afford it, and they don’t need it.” He is looking to develop accommodation on some of Sentinel’s existing sites in northern Australia, including its largest asset, the Casuarina Square shopping centre in Darwin. Ebert concedes capital is “pretty tough at the moment…with interest rates and general nerves” but that doesn’t faze him. “That’s when the opportunities are there. I started this business in the GFC. When interest rates get too cheap, people rush in and do deals that they shouldn’t. So I like it when it’s tough. That’s when you make the money.” Ebert also makes no secret of the fact that every new resident Australia’s north gains is a customer through the doors of Sentinel’s assets. “Every man, woman and child in Darwin goes to our shopping centre 5.1 times a month and spends $58. The more people we get up there, the more business for our shopping centre.” But of all the numbers he rattles off there is one that puts it all into perspective. “I was talking to this group out of Europe, and they said by 2030, the world will be short of 1.6 billion homes. We’ve got to do things differently.”
