RPM Group, specialists in the sale of development sites, has officially launched a public expressions-of-interest campaign for Aurora Southern Town Centre on behalf of Development Victoria, the Victorian Government’s property developer.
The site offers 14ha of strategically positioned, mixed-use opportunities within the established Aurora Estate at Epping, about 20km north of the Melbourne CBD as the crow flies.
“The site, being mixed-use, presents countless possibilities for developers ranging from commercial to business, to residential—all at the nexus of connectivity,” RPM Group head of transactions and advisory Ed Wright said.
The area already enjoys direct freeway access to the city and regional Victoria via the recently constructed O’Herns Road–Hume Freeway interchange. In addition, Edgars Road, which runs directly through the site, connects the suburbs of Epping, Lalor and Thomastown—making this site a high-exposure location.
It’s also well serviced by public transport thanks to its proximity to Epping train station and dedicated bus services running through the area. The proposed Aurora South train station, located on the site, will further enhance this connectivity.
Mr Wright, who is leading the campaign, said: “The site is a rare development opportunity with tremendous exposure at the heart of a rapidly expanding region.”
The surrounding Epping-Wollert area is very well established, being home to more than 40,000 people, and the masterplanned Aurora estate offers a wide range of schools, retailers, community centres, and parklands. The adjacent Cooper Street Employment Precinct continues to grow—bolstering the site’s forecasted success.
The substantial opportunity speaks volumes about Development Victoria’s commitment to elevate lifestyle and employment for the northern suburbs.
Mr Wright also spoke to the sustained population growth and rapid development of the surrounding areas; “Our research shows the local population is projected to soar to more than 94,000 by 2041, underscoring the potential of this development to harness immediate growth,” he said.
“This is an invitation for developers to take the lead in shaping the Aurora community and create a lifestyle destination that will shape the future of the area.”
Development Victoria’s group head—housing, Penny Forrest, said the future Southern Town Centre would support the growing Aurora community and provide another retail hub for residents and visitors to the area.

RPM Group’s EOI campaign has already roused interest among serious developers given the site’s prominence.
The two lots are being offered for individual sale or in-one-line via public expression of interest closing 4pm, Thursday, October 19, 2023.
