The first 160 lots of a 1000-home masterplanned community in Adelaide’s north-east have been greenlit.

YAS Property and Development has received planning consent and land division consent from the City of Tea Tree Gully for the first stage of Amberleigh, a 104ha residential development at Golden Grove, 20km from the CBD.

The approval follows more than six years of planning and a two-stage rezoning process.

The first civil works are expected to begin by the middle of next year.

The development will include new roads, open space, playgrounds and communal areas, with residents having access to existing schools, shopping centres, recreation facilities and public transport.

YAS chief executive Tim Shahin said the project had been designed to complement the existing Golden Grove community while providing additional housing opportunities.

The land was rezoned through two code amendments approved by SA planning minister Nick Champion in January, allowing residential development across about 104ha.

The planning framework includes measures to manage the proximity of new homes to the Golden Grove quarry, including acoustic treatments and landscaped earth mounds.

Buyers will be able to choose their own homebuilder, with several major building companies expected to participate.

Also in South Australia, the state is expanding its Rent to Own program with another 300 homes to be planned and built for first-homebuyers and so-called housing “re-starters”.

The re-starter category targets people who have previously owned a home but have been renting for at least 10 years and are struggling to return to home ownership.

The next tranche follows the allocation of all 125 homes in the program’s initial pilot, and 85 participants have moved into their properties.

Under the scheme, successful applicants sign a sale contract and lease agreement simultaneously, renting their home at 75 per cent of market rent for up to two years.

The purchase price is locked in at the outset, allowing participants to save towards a deposit while benefiting from discounted rent. They can also purchase earlier if they have the financial means.

The new tranche is part of a $1.3-billion state commitment to deliver 2000 Rent to Own properties over eight years, supported by Commonwealth funding.
