Fabcot Plots $175m Shoptop Tower at Gladesville

Woolworths’ development arm has filed plans for a 171-apartment project at Gladesville in Sydney. Fabcot’s plans for 363-373 Victoria Road and 44-48 Eltham Street in the Lower North Shore suburb have gone on exhibition as a state significant development, after the Housing Delivery Authority recommended the project for fast-tracking this year. The site was approved by the City of Ryde for a four-to-seven-storey mixed-use development in 2018, which was later modified in May 2024. Now, Fabcot wants to redevelop the former light industrial site at Gladesville, 10km north-west of the Sydney CBD, for a $175.3-million mixed-use development of up to 13 storeys, plus a ground-floor supermarket and other retail premises. The building would be 12 storeys above a single-storey podium fronting Victoria Road and transition to seven storeys towards Westminster Road and two storeys above the podium on Eltham Street. ▲ Woolworths would anchor the project proposed for Gladesville. Above the Woolworths supermarket, 171 apartments would be delivered across two towers, with 5 per cent—12 homes—allocated as affordable housing for 15 years. The ClarkeHopkinsClarke Architects-designed building would comprise 19 one, 118 two and 34 three-bedroom apartments, and offer 392 carparking spaces. It would have a total gross residential floor area of 17,420sq m in the suburb where median unit prices are $790,000 and median rental prices are $610 a week, according to realestate.com.au. The 3774sq m supermarket would be a full-line Woolworths supermarket with a direct-to-boot facility to address demand for the service in the catchment, the developer said. ▲ Rendering of the Fabcot scheme that proposed six floors more than plans for the site approved in 2018. There would also be tree canopy coverage of 727sq m, nearly 13 per cent of the site with 7 per cent deep-soil planting. A concurrent rezoning is also being undertaken with Fabcot asking that the site is fully zoned mixed-use, given it is split between mixed-use and low-density as well as productivity support, which covers light industry and commercial uses. The developer also wants to raise maximum heights to 49.5m from 19.5m, which it says will allow the site to support a “balanced mix” of residential and employment-generating uses. The project in the Gladesville town centre area and the Victoria Road Corridor, on a “prominent position” that “directly interfaces” with land subject to the NSW Low and Mid-Rise Housing policy, which promotes height in specific town centre and transport hubs. ▲ The developer is undertaking a concurrent rezoning for the Gladesville site. Fabcot’s application said that Victoria Road was a key infrastructure corridor “experiencing significant change and development to increase housing and improve amenities”. The developer said the project was an opportunity to transform an “underutilised site”, 13.5km from the Parramatta CBD. The City of Ryde area is experiencing explosive population growth, with an additional 17,000 homes required for an expected population of 167,000 by 2036. Fabcot has increasingly been expanding Woolworths into residential mixed-use developments, plotting a 110-unit project in Waterloo this year with a two-tower build-to-rent project unveiled for Brisbane’s Albion suburb and progressing Rose and Neutral Bay plans last year. It’s not the only retail specialist moving in on the residential space. Westfield operator Scentre Group is planning a 17-tower masterplan of 800 apartments at Canberra , while retail giant Vicinity Centres has plans for a 1300-unit project at Bankstown.
