Half-Billion-Dollar Logistics Boom in Sydney’s West

More than half-a-billion dollars in logistics infrastructure is planned for the Greater Sydney region as three State Significant Development applications go on exhibition for sites near the future Western Sydney Airport. The proposals—totalling $456 million—are at Badgerys Creek and comprise Mirvac’s Elizabeth Enterprise Precinct and a separate two-stage project by DHL on adjoining land along Elizabeth Drive. Mirvac is seeking approval for a multi-stage, $275-million industrial and logistics precinct at 1669–1723 Elizabeth Drive, about 41km west of the Sydney CBD. Known as the Elizabeth Enterprise Precinct, the 55.6ha site forms part of the Northern Gateway and is within the Western Sydney Aerotropolis. While the broader concept seeks approval for seven warehouses and supporting infrastructure, the current application—on exhibition until May 31—relates only to Stage 1A. This stage includes bulk earthworks, internal roads, services and the construction of two warehouses. The precinct would be within the Northern Gateway, part of the Western Sydney Aerotropolis , an employment-focused area planned for logistics, freight and advanced manufacturing near the new airport, which is due to open in 2026. The project falls under the Western Parkland City planning framework and forms part of the Government’s wider Western Sydney City Deal , which aims to co-ordinate infrastructure, land use and investment across the region. Mirvac said the vision for the site was “to redefine industrial and logistics facilities in Western Sydney through emphasis on design quality, flexibility, technology and sustainability”. Designed by SBA Architects, the seven warehouses ranging from 15m to 24m in height were included in the concept plan, and would be supported by internal roads, loading zones and landscaped edges. ▲ Before and after images of the Elizabeth Enterprise Precinct site, showing ( bottom ) the proposed warehouse development and its landscaping. Stage 1A covers Warehouse 2 and Warehouse 6, totalling 80,000sq m of gross floor area. These buildings would be along the site’s southern boundary. Access would be via a new signalised intersection at Elizabeth Drive. The broader precinct would be delivered in stages over several years, ultimately transforming the site into a fully serviced logistics estate for warehousing, freight and general industrial use. The total development cost was estimated at $275 million. Planning documents said the proposal would “establish a warehouse and distribution centre industrial estate that complements and supports the development of Western Sydney International Airport and the broader Aerotropolis”. ▲ SBA’s rendering of section of the Elizabeth Enterprise Precinct. Mirvac said the long-term goal was to create a precinct “reflective of the locality’s future trajectory as a world-class industrial employment precinct for warehousing and logistics”. The design included landscaped frontages, amenity edges and green links, with open space responding to the adjacent South Creek corridor. Planning documents outlined a landscape-led approach, including tree canopy targets, planting along the creek and a public art strategy developed by Yerrabingin , an Indigenous-led consultancy specialising in cultural design and engagement. Nodes across the precinct are earmarked for integrated art, with elements of “living art” embedded in the built form and wayfinding. The approach aligns with the state’s Connecting with Country framework, incorporating Dharug cultural references into the design and public realm. Penrith City Council raised concerns about vegetation loss, fill levels and how the site interfaces with the South Creek corridor. The Western Sydney Planning Partnership said one building partially overlapped land not zoned for urban development and recommended changes. Heritage NSW and Aboriginal stakeholders called for archaeological investigation, resulting in a full Aboriginal Cultural Heritage Assessment Report. The assessment identified 12 Aboriginal sites within the project area, most of which were expected to be lost due to the development. While two sites would be retained, nine were likely to be entirely removed, including artefact scatters and isolated finds. Salvage and surface collection of artefacts were recommended, with further archaeological work to be carried out in consultation with Aboriginal stakeholders. ▲ Rendering of DHL’s proposed precinct at 1953–2109 Elizabeth Drive. Western Sydney Airport Corporation flagged the need for bird hazard mitigation, lighting controls and compliance with Obstacle Limitation Surface (OLS) limits—airspace protections restricting the height and placement of structures near airports. Meanwhile, almost next door to the Mirvac development, DHL has two State Significant Development applications on exhibition until May 19 for a major logistics precinct at 1953-2109 Elizabeth Drive. The proposals cover two stages of a four-warehouse masterplan across 26ha within the Burrah Park site, designed by SBA Architects—the same firm behind Mirvac’s adjoining precinct. Stage 1 includes two warehouse buildings with a combined floorspace of 59,784sq m and a development cost of $86.4 million. Stage 2 proposes another two warehouses totalling 66,756sq m, valued at $95.1 million. ▲ SBA Architects rendering of DHL’s logistics precinct entry pavilion. DHL said the project would support more than 1300 ongoing jobs and contribute more than $90 million a year to GDP once operational.
