Central Element Refiles $94m Seniors Plan after Buying Road

Central Element has filed a $94.2-million proposal for a seniors living project on Sydney’s Lower North Shore after withdrawing an earlier scheme. The first attempt was halted when Lane Cove Council said Anglo Road—the public street dividing the site—had to be acquired and closed before development could proceed. The new application spans 126 and 130–134 Pacific Highway, Greenwich. Under the latest scheme, Anglo Road would be closed and landscaped as public open space, while Anglo Lane would be widened to manage access. Plans by Marchese Partners with Arcadia on landscape propose two eight-storey towers rising 29.5 metres. They would deliver 58 independent living units, ground-floor retail and 1555sq m of communal space, including rooftop pools, gyms and wellness rooms. Parking would be spread across three basement levels and a lower-ground floor with 134 spaces, accessed from Anglo Lane. ▲ The Greenwich site covers 126 and 130-134 Pacific Highway, split by Anglo Road, which would be closed before development proceeds. Central Element has been assembling the site since April of 2024, when it paid $17 million for 126 Pacific Highway . It then secured the 22-owner strata block at 130-134, and filed a DA in January of this year. The application was withdrawn in April after the council’s February letter “sought the withdrawal of the DA” until Anglo Road was consolidated. The project fronts the state-listed Gore Hill Memorial Cemetery and adjoins other local heritage, including a listed house at 2 Anglo Road. A report by Heritage 21 found the scheme provided acceptable setbacks, and that facades and landscaping responded sensitively to the cemetery. ▲ A Marchese Partners rendering of the Greenwich seniors living scheme. An arborist confirmed 13 higher-value and 17 lower-value trees would be removed, five of which are exempt under code. Another 23 higher-value and nine lower-value trees are not marked for removal but could be damaged during works if left unprotected. Arcadia’s landscape plan includes replacement planting to offset canopy loss. A site investigation reported the land has been in commercial use since the 1940s with “no visual evidence of (gross) contamination”. Risk was assessed as low, with excavation for basements expected to remove most soils. Sustainability measures include a 15kW rooftop solar array, electric heat pumps, variable refrigerant flow (VRF) air-conditioning and LED lighting. According to the Building Sustainability Index (BASIX) report, the scheme would achieve 60 per cent energy savings, 40 per cent water savings and a thermal comfort pass. ▲ Apartments would include deep balconies with screened edges for privacy. A Building Code of Australia review flagged elements needing rectification or a performance solution, including garbage chutes, fire stair discharge, exit travel distances and hydrant booster location. Central Element has been dialling up its presence on Sydney’s Lower North Shore. Alongside the Greenwich proposal, the developer has plans before the state for a 140-apartment tower at Lavender Bay and has acquired sites at Neutral Bay and Mosman for two midrise apartment projects worth more than $300 million. It is also active in the east, pushing ahead with the $150-million Pearl Bondi after court approval this year , and restoring Ballamac House at Coogee , where a penthouse sold for $20 million, a suburb record. Last week, the group also secured court consent for a five-storey residential building with infill affordable housing at Lamrock Avenue, Bondi Beach, after Waverley Council’s refusal was overturned in conciliation. Managing director Nathan Chivas has said the strategy was about building a portfolio of design-led, community-conscious developments that respond to housing reforms while targeting high-value locations.
