Masterplan Revealed for Brisbane Bayside Super-Site

The masterplan vision for a vertical “micro urban village” comprising seven mostly midrise towers with more than 400 apartments has been revealed for a Brisbane bayside super site. It is earmarked for a 1.84ha holding at Wynnum—about 20km east of the CBD—that has been identified as a key catalyst site for the area. Development applications have been lodged for two of the three “super lots” that make up the city block-sized parcel at 14-20 Colina Street. “The site is designed as an integrated precinct with three connected spaces forming a micro urban village that includes pocket parks, social hubs, business incubators, serviced offices, self-storage, medical and allied health facilities, and community areas,” a planning report said. The initial plans for the mixed-use development include four residential towers all rising nine storeys—two accommodating 179 apartments on a 6976sq m lot and another two comprising 121 units on a neighbouring 4376sq m lot. According to the documents, there are also plans for an additional three buildings and a further 109 apartments that will be the subject of future development applications across an adjoining 7063sq m lot. Overall, the mix of housing options would range “from affordable one-bedroom to luxury four-bedroom apartments”. Wynnum Land Pty Ltd, an entity linked to south-east Queensland automotive industry identities Graham Oldham and Mark Woelders, is behind the proposal. Property records show the site—fronting Colina Street and West Avenue, next to the 9ha Kitchener Park and Wynnum Central train station—was acquired by the same entity in 2003 for $2.94 million. Identified as the largest vacant landholding within the area, a planning report deemed the site “a significant opportunity for creating a catalyst project” that supports the suburb’s evolution. “Wynnum Central is in dire need for a transformational development that can deliver key economic and social stimulation,” the report said. “The location of the site … presents a unique opportunity to deliver a transit-oriented residential development that directly supports the future evolution of Wynnum Central as a major centre.” ▲ A rendering of the masterplan proposal for the Wynnum site. The tiered masterplan scheme—dubbed One West Avenue—has been designed by Think Tank Architects as “a microcosm of the greater Wynnum precinct” to foster a strong local identity, leveraging the adjacent parkland and transport hub “to enhance pedestrian connectivity and create a green urban sanctuary that forms a landmark entry to the Wynnum CBD”. “One West Avenue embraces a community-centric approach… [that] responds to the evolving community and built environment, ensuring it grows with its surroundings rather than remaining static,” a design statement said. “The site is … made up of three integrated spaces, seamlessly linked both horizontally and vertically to create a unified whole.” Podium level communal recreation facilities—including pools, gyms, barbecue/outdoor kitchen and dining areas, landscaped gardens and seating nooks—are incorporated into the plans for the first four midrise towers. As well, parking would be provided for 315 and 206 cars, respectively, across the ground and two basement levels of the two super lots. Exceeding the eight-storey eight-storey height limit, the staged masterplan proposal is described as “a deliberate and contextually responsive design outcome that reinforces the site’s identity as a key landmark at the entrance to the Wynnum CBD”. “This increased height supports the site’s role as a catalyst for transformation within the precinct, offering a strong vertical marker that reflects the evolving character of the area,” the documents said. “One West Avenue focuses on enhancing connectivity by activating street frontages and creating major pedestrian links that connect key local destinations while balancing privacy for residents. “The design incorporates biophilic landscaping with native plants to create comfortable microclimates and strengthen ties to nearby parks.”
