Dubai-Backed Arada Reveals 39-Storey Scheme for South-West Sydney

A $302.3-million scheme in Sydney’s Campsie by developer Arada proposing 346 apartments under the Housing Delivery Authority pathway has gone on exhibition.

The 3843sq m site would yield 37,011sq m of gross floor area, at a floor space ratio of 9.63:1. An affordable component of 6 per cent would produce 26 apartments below market rent.

The part 24, part 32 and part 39-storey shoptop tower would include 3117sq m of retail and commercial space. Five levels of basement carparking would include 339 residential spaces and 19 commercial spaces.

The site at 124-142 Beamish Street and 16-18 Ninth Avenue is about 11km west of the Sydney CBD, within the Campsie Town Centre. Rezoning work is under way by the  council to codify planning rules in support of 5600 new homes by 2036. 

Site-specific controls under that plan would rezone the Arada parcel from E1 Town Centre to MU1 Mixed Use; increasing maximum height from 21 to 67 metres; introducing FSR of 1.8:1; and apply a 3 per cent affordable contribution.

However, the application is proposing a FSR control of 10:1 and height uplift to 138m.

Arada is not alone in outgrowing the Campsie rezoning before it finalises, with Holdmark recently launching a $250-million HDA project of their own in the area.

That two-tower, 425-home project at 76-90 Evaline and 21-23 Claremont streets would require additional FSR and height to ensure economic feasibility, Holdmark is arguing.

Dubai-based property developer Arada tested Australian exposure before entering the property market, picking up a Boost Juice master franchise for the United Arab Emirates in 2023.

The company launched local property operations in 2024, acquired NSW-based construction company Roberts Co in May 2025, and already claims a $4-billion pipeline of more than 5000 homes.

Projects under way include a 431-home triple-tower plan at 2 Fishburn Crescent in Castle Hill, and another at 10 London Street, also in Campsie.

Australia may be just the start of an international expansion for Arada, with a UK launch following in September 2025. A $962-million (£500-million) investment into British developer Regal netted a 75 per cent stake in that company and its pipeline.
