Keylin Pads Out Portfolio with Fortitude Valley Tower Plans

Brisbane developer Keylin Group has filed plans with the city for a 15-storey residential-led mixed-use development at Fortitude Valley.

It’s the developer’s latest move in an expanding inner-city portfolio underpinned by the countdown to the 2032 Olympic and Paralympic Games.

The Jackson Teece–designed development would deliver 132 one, two and three-bedroom apartments alongside 518 sq m of ground-level commercial and retail space on the site at 290 Water Street.

The plans before the Brisbane City Council also detail resident-only rooftop amenities including a pool, spa, gym, sauna, outdoor barbecue and entertainment space, a private dining area, and a library.

Keylin managing director Louis Cheung said the Water Street site had always been earmarked for a landmark mixed-use project.

According to RP Data, the site was acquired for about $10.8 million in early 2022.

Cheung said it had been an unloved and overlooked part of the inner-city area, despite its strong transport connectivity and local amenity.

“Keylin is a long-term owner of the site, and it has always been our intention to deliver a mixed-use project that builds on the success of our nearby Oria development and contributes to sustainable growth in Brisbane,” Cheung said.

“Its proximity to the Brisbane CBD, the upgraded Exhibition train station and key precincts for the 2032 Olympics and Paralympics will continue to drive investment and demand.”

The proposal aligns with the Brisbane City Council’s Fortitude Valley Sustainable Growth Precinct Plan, which supports the creation of vibrant precincts that combine housing and commercial uses. 

The Jackson Teece design is an homage to the site’s local heritage context. 

The early 20th-century commercial buildings associated with Henry Roberts and the Brunswick Home Furnishers business will be retained and restored, with a contemporary tower positioned behind a landscaped podium to create a respectful transition between old and new.

A perforated metal podium facade was created to mimic rattan, reminiscent of the furniture once produced there. 

The Water Street proposal builds on Keylin’s momentum across South-East Queensland, where the privately owned developer is currently active on multiple live projects with a combined end value of $2 billion.

Oria Spring Hill at 447 Gregory Terrace is under construction and on track for completion early next year. 

On the northern Gold Coast, the $400-million Lakeside precinct at Serenity 4212 at Helensvale is progressing. The Lakeside Apartments—the first apartment offering within the Serenity 4212 masterplan—are now under construction.

The Brisbane developer also has approval for a mixed-use residential development at Indooroopilly comprising 478 apartments across four buildings, including build-to-rent.
